Lloyds Banking Group has agreed to pay fines totalling $370m to U.S. and British authorities investigating its part in a global interest rate rigging scandal and manipulating fees for a government lending scheme.
Reuters reports that the settlement is the seventh joint penalty handed out by U.S. and British regulators in connection with the attempted manipulation of the London interbank offered rate, orLibor, and other similar benchmarks, which are used to price around $450 trillion of financial products worldwide.
Lloyds' settlement follows British rivals Barclays and Royal Bank of Scotland, which agreed to pay fines of $453m and $612m respectively in 2012 and 2013.
The penalties comprise a fine of $178m by Britain's Financial Conduct Authority, $105m by the U.S. Commodity Futures Trading Commission and an $86m fine by the U.S. Department of Justice.

IMF UPBEAT ON TANZANIA'S NATURAL GAS SECTOR

TANZANIA has a good chance of becoming a major producer and exporter of natural gas over the next decade, said the International Monetary Fund (IMF).
Significant offshore discoveries have been made over the last two to three years and further exploration is underway, the fund said in its recent country report for Tanzania.
"Although gas resources haven't yet been declared commercially viable, estimates of discoveries indicate recoverable offshore gas resources of at least 24 trillion - 26 trillion cubic feet, potentially sufficient for a four-train Liquid Natural Gas plant (possibly as a common facility for several upstream gas fields)," it said.
"A final investment decision is expected at the earliest in 2016 or 2017." Total investment during the development phase could amount to $20 billion-$40 billion, depending on the scale of the project. This would be the largest investment ever in Tanzania, with gas production starting in the 2020s, the IMF said.

LLOYDS BANKING GROUP FACES FINE OF UP TO £300M OVER LIBOR RIGGING

Bailed-out Lloyds Banking Group appears poised to become the latest financial firm to be penalised for rigging Libor and is said to be facing a fine of between £200m and £300m.
The bank, 24% owned by the taxpayer, is expected to pay the fine to the City regulator, the Financial Conduct Authority, as well asregulators in the US, which are involved the extensive investigation into the potential rigging of the benchmark interest rate. The penalty for Lloyds comes more than two years after Libor manipulations at Barclays were exposed and regulators on both sides of the Atlantic imposed a £290m fine.
That fine in June 2012 has since been followed by settlements with Swiss bank UBS, bailed-out Royal Bank of Scotland, Dutch bank Rabobank, and two money brokers, Icap and RP Martin.
Lloyds would not comment on a report in the Financial Times about the scale or timing of the fine, which, it was reported, could be announced ahead of the bank's half-year results, due on Friday.

BARCLAYS TO ASK FOR DISMISSAL OF DARK POOL LAWSUIT

Barclays asked a judge to throw out New York Attorney General Eric Schneiderman’s lawsuit that accused the bank of lying to customers and hiding the role of high-frequency traders to boost its dark pool profile.
Bloomberg News reports that the London-based bank said the lawsuit fails to show any investors were harmed and is based on 'clear and substantial factual errors', according to a filing Thursday in Manhattan state court. The attorney general’s office also took New York’s securities law - the Martin Act - too far in bringing the lawsuit, the bank alleged.
The law, a powerful anti-fraud statute that can be used by the New York attorney general’s office, is 'limited to actions for fraud in the purchase or sale of ‘securities’ and doesn’t extend to all actions related to finance', Barclays said. The allegations in the case concern an alternative trading platform known as Barclays LX and 'do not identify any misstatements concerning any ‘security,’' according to the filing.

BANK OF AMERICA PAYS $16.6M TO SETTLE SANCTIONS ALLEGATIONS

Bank of America's banking unit agreed to pay $16.6m to resolve allegations that it processed transactions for drug traffickers who are subject to U.S. sanctions, the U.S. Treasury Department said on Thursday.
Bank of America spokesman Lawrence Grayson said the settlement concluded a matter the bank addressed in 2009 by improving its sanctions-related systems and controls.
In announcing the settlement, OFAC said it determined that 79 transactions the bank processed after October 2006 constituted an 'egregious' case, because the bank knew of a problem with its screening tool, but didn't fix it until more than two years later.

TANZANIA PRIVATE SECURITY FIRMS DOWNPLAY JKT ENTRY

ENTRY of Suma JKT in competing with private security firms to offer its services is not a threat after all although it contravenes fair competition rules.
Tanzania Security Industry Association (TSIA) Chairman, Almas Maige told 'Daily News' that Suma JKT has such a small number of guards to tilt the balance in the industry which has an estimated 800 private companies with over 1.2 million guards.
"This is a huge industry and there is room for everyone, Suma JKT are welcome to compete," Mr Maige who is also Executive Chairman of SSTL Group of Dar es Salaam, said.
He pointed out that with less than 2,000 guards, Suma JKT can only offer its limited services to a dozen companies. "We have huge companies such as Ultimate Security and KK Security with more than 5,000 guards each so Suma JKT is nothing comparable," he argued as owners and managers of some of the big companies complain of unfair competition.
