Empowering Millions Through Digital Lending

Mr. Epimack Mbeteni

Financial Inclusion: From 9% to 76% in 25 Years

The impact of Vodacom's mobile financial services has been transformative. Financial inclusion in Tanzania has soared from 9% to approximately 76%, primarily due to mobile money innovations such as M-Pesa.

Mr. Mbeteni highlighted the company’s 40% market share, citing TCRA data as evidence of growing public trust.

We have transformed the lives of Tanzanians in the past 25 years and the next 25 will be even better.”

A Legacy of Connection and Service

Vodacom Tanzania’s Managing Director, Mr. Philip Besiimire, thanked the public for their unwavering support throughout the 25-year journey.

STATE-OWNED ENTERPRISES SURGE IN DIVIDENDS & CONTRIBUTIONS: TPA, TWIGA MINERALS LEAD THE CHARGE

Dar es Salaam, June 2025 – Sound structural and operational reforms across Tanzania’s state-owned enterprises (SoEs) are paying off handsomely. This fiscal year, the government has seen a sharp rise in both dividends and statutory contributions, with the Tanzania Ports Authority (TPA) emerging as the top contributor among public entities required to remit 15% of their gross income.

TPA's Turnaround: A Benchmark in Efficiency

TPA's contribution climbed by nearly 19%, reaching TSh 181.5 billion, up from TSh 153 billion in the previous year. According to Treasury Registrar Nehemia Mchechu, this increase is the result of major infrastructure upgrades and a strategic reduction in operational costs — savings of over half a trillion shillings.

This transformation has been driven by President Samia Suluhu Hassan’s 4Rs philosophy (Reconciliation, Resilience, Reforms, Rebuilding), and further amplified through successful public-private partnerships (PPP) — notably at the Port of Dar es Salaam.

In just one year, ship turnaround time has been slashed from 30 days to just 6, thanks to investments by DP World and Tanzania East Africa Gateway Terminal Limited (TEAGTL). Container throughput has surged 28% to over 1.15 million TEUs, and general cargo volumes have grown from 13.75 million to 15.29 million tonnes.

New Entrants and Strong Growth Across SoEs

The list of entities in the 15% gross income category grew from five to seven, with total contributions increasing to TSh 305 billion, up from TSh 247 billion last year.

Notable contributors include:

  • National Identification Authority (NIDA) – TSh 38.8 billion (up from zero last year)
  • Tanzania Forest Services (TFS) – TSh 29.8 billion
  • BRELA – TSh 20.4 billion
  • TCRA – TSh 19.2 billion (down from TSh 34.7 billion)
  • TASAC – TSh 16.3 billion
  • OSHA – TSh 10.4 billion (a return after missing last year’s threshold)

These figures reflect growing operational discipline and a renewed commitment to financial performance across public institutions.

Twiga Minerals & Airtel Dominate Dividend Payouts

Among dividend-paying entities, Twiga Minerals Corporation leads the way with a 16% increase in dividends, remitting TSh 93.6 billion, up from TSh 53.4 billion. Airtel Tanzania followed closely, nearly doubling its payout to TSh 73.9 billion.

Other major contributors include:

  • NMB Bank – TSh 68.1 billion
  • Puma Energy Tanzania – TSh 13.5 billion
  • TPDC – TSh 11.7 billion (new entrant)
  • NBC – TSh 10.5 billion (new entrant)

UK HIGH-LEVEL DELEGATION VISITS SBL TO STRENGTHEN ECONOMIC TIES WITH TANZANIA

Hon. Kate Osamor MP, UK Trade Envoy to East Africa (left), listens to Shekar Makasare (centre), Site Brewery Operations Manager at SBL, during her recent visit to the SBL brewery in Dar es Salaam. The visit aimed to further strengthen trade relations between Tanzania and the United Kingdom.

June 10, 2025

In a significant step toward deepening UK–Tanzania economic relations, Serengeti Breweries Limited (SBL), a subsidiary of global beverage giant Diageo PLC, recently hosted a high-level UK delegation at its Dar es Salaam plant. The visit, led by British High Commissioner H.E. Marianne Young and UK Trade Envoy to East Africa, Hon. Kate Osamor MP, spotlights the strategic role of responsible foreign investment in driving sustainable development in Tanzania.

This engagement reflects the UK’s commitment to fostering economic partnerships that go beyond capital injections—prioritizing innovation, local sourcing, skills development, and inclusive growth.

At SBL, we’re not just brewing beverages; we’re brewing opportunity,” said Obinna Anyalebelechi, Managing Director of SBL.

Why This Matters for Tanzania’s Investment Landscape

SBL is a compelling case study in how multinational investment—when aligned with local development goals—can create scalable impact. Since Diageo’s majority acquisition in 2010, the brewery has grown its market share to over 25% by volume, while maintaining a strong focus on community development and sustainability.

Key highlights of SBL’s local impact include:

  • Empowering 600+ smallholder farmers through localized sourcing of barley, maize, and sorghum.
  • Providing clean water access to over 2 million Tanzanians through its water stewardship programs.
  • Expanding employment and technical training across its three breweries in Dar es Salaam, Mwanza, and Moshi.

For investors and policy advocates, SBL represents the blueprint for what blended value investment can look like: profitable, scalable, and socially transformative.

Public–Private Synergy in Action

During the visit, discussions centered on strengthening enterprise development, scaling vocational training initiatives, and supporting climate-conscious operations—areas where UK–Tanzania cooperation is rapidly growing.

SBL exemplifies how business, when done responsibly, can power inclusive growth,” said High Commissioner Young. “It’s a model of how UK capital can help build resilient, locally embedded industries.”
