TANZANIA’S AVOCADOS NOW HIT INDIAN MARKETS
Dar es Salaam - Efforts to find international markets for Tanzania’s avocados achieved a milestone after a maiden consignment was exported to India on Friday. This is good news to smallholder growers, traders and the government alike.
Tanzania has already secured permits to access India and South African markets and now, Tanzania Horticultural Association (Taha) and the government are working to open the China avocado market.
Agriculture deputy minister Antony Mavunde said India granted market access to Tanzania’s avocados last November.
Mr Mavunde was speaking at the Julius Nyerere International Airport (JNIA) before the Air Tanzania Company Limited’s (ATCL) Boeing 787-8 Dreamliner carrying two tonnes of the fruit, took off.
“This is an opportunity that we need to capitalise on in order to up our avocado exports,” he said.
He said out of 40,000 tonnes of avocados that Tanzania is currently producing per annum, only 9,000 tonnes were being exported.
Mr Mavunde said the government had plans to establish a common user facility meant for receiving avocado from farmers, rating and grading them to ensure they meet international standards.
Kamal Steel Limited director Sameer Santosh Gupta, who is the champion of the market, detailed how the Dar es Salaam-based company worked with relevant authorities in Tanzania and India to ensure that the latter allows the avocado entry into its supermarkets. “Whenever I went to India, I could buy avocados from Peru, Mexico and New Zealand while I understand we have a lot of tasty avocadoes here in Tanzania. That’s how the journey started,” he said.
Despite being largely engaged in steel production, he said, the company understands that agriculture accounts for a good share of Tanzania’s economy.

INSIDE TANZANIA’S REMITTANCE BUSINESS
Tanzania was the first country in the world to implement financial interoperability. What does this mean for digital finance in the country?
It has now been seven years since Tanzania enabled interoperability of digital finance. As such, consumers of one mobile money scheme have been able to transfer cash to a client of a rival mobile money scheme. This has meant that remittance customers now find it easier to send money to a bank or to a mobile money account without much hassle.
Additionally, this has enabled digital money transfer services to work with the CRDB Bank, People’s Bank of Zanzibar and Equity Bank Tanzania, where customers can cash in and out their money at any of the banks’ branches countrywide, within minutes with 288 WorldRemit cash pickup locations across the country.
Interoperability remains vital, as it allows users to keep the transaction digital from beginning to end, eliminating the need to convert to cash on a regular basis. This has made it easier for Tanzanian innovators to create relatively affordable solutions for receiving and sending money with ease via mobile devices or via a website.
As a result, access to financial services for the unbanked has expanded dramatically. Interoperability in Tanzania has also come with the benefits of convenience, as payments are now faster, more cost effective and secure for all parties involved. Remittance services have found a conducive operating environment in Tanzania, with interoperability acting as a foundational step in boosting financial access.

The Democratic Republic of Congo has begun penultimate steps to be formally admitted into the East African Community, signalling an additional market of 90 million people for the bloc.
In Nairobi on Monday, officials of the bloc launched negotiations with Kinshasa, promising to reach a conclusion before the planned timelines of March this year when the DRC is expected to be rubberstamped by the Community’s Summit as the seventh member.
“The EAC Council of Ministers is fully committed to drive this process to a conclusion. We all must jointly work tirelessly towards this venture,” said Adan Mohamed, Kenya’s Cabinet Secretary for East African Affairs and the current chairman of the Council of Ministers for the bloc.
Mohamed spoke Monday at the official launch of negotiations at Nairobi’s Windsor Golf Hotel and Country Club, where the bloc will be ticking off crucial requirements for Kinshasa to meet, including agreeing to adopt certain laws on trade tariffs, customs, and movement of labour, to be in harmony with the bloc’s members.

WHAT EXIM BANK BUYOUT OF FNB KEY ASSETS MEANS
Dar es Salaam - Exim Bank Tanzania is acquiring some assets and liabilities of First National Bank (FNB) Tanzania Limited in a move that could boost the lenders’ financial performance.
Exim Bank Tanzania signed the offer to acquire certain assets and liabilities of FNB Tanzania on October 26, 2021, paving the way for regulators to start scrutinising the deal, the Fair Competition Commission (FCC) announced in a statement that was posted on its website on January 10, 2022.
“On 26th October, 2021, the acquiring firm signed the offer for acquisition of assets and liabilities whereby the acquiring firm expressed its intention to acquire certain assets and liabilities of the target firm,” the statement reads in part.
Though the value of assets and liabilities to be acquired in the deal could not be immediately made public, records show that FNB’s assets stood at Sh163.7 billion at the end of September last year. Its total liabilities stood at Sh115.459 billion during the same period.
Banks mostly use customer deposits in their lending obligations. Until September 30, 2021, FNB held a total of Sh87.7 billion in customer deposits. It had, however, availed a total of Sh71.7 billion in loans, advances and overdrafts until the same period. This means that its loan-to-deposit ratio (LDR) stood at close to 80 percent.
FNB’s total cumulative loss grew to Sh12.9 billion during the period to September 2021, up from Sh10.8 billion during a similar period the preceding year.
DUBAI DROPS UGANDA FROM RED LIST AS IT RETAINS TANZANIA AND KENYA
Tanzania and Kenya are still locked in Dubai’s ‘Red List’ even as it removed five African countries whose citizens had been barred from visiting the United Arab Emirates (UAE).
UAE left Kenya and Tanzania out in its latest review, which saw Ghana, Angola, Uganda, Guinea and Cote d’Ivoire allowed admission to the middle-eastern state.
“With effect from January 13, Emirates will resume passenger services to and from Guinea (CKY), Cote d’Ivoire (ABJ), Ghana (ACC), Uganda (EBB) and Republic of Angola (Luanda),” reads a statement from the carrier’s website.
The aviation regulator told the Business Daily last week that Dubai had asked Kenya to put its house in order first before it could review the flight ban, which was reciprocated by Nairobi in kind last week.
At the heart of the conflict is travellers from Nairobi and Dar who were testing positive for Covid-19 after arrival in the Middle East nation, despite carrying negative test results.

CLYDE & CO UPDATER - FINANCIAL INSTITUTIONS IN TANZANIA HAVE THE RIGHT TO CLAIM OUTSTANDING LOAN BALANCES FROM BORROWERS AFTER MORTGAGED PROPERTIES SALE
Background:
As per the Judgement, the Court of Appeal has expressly cemented on the position that a mortgagee who fails to realise the full loan amount from the proceeds of the mortgage through a valid sale or auction, is not barred from claiming the outstanding loan balance from the mortgagor.
The Judgement subject to this update is in respect of an appeal registered as Civil Appeal No. 29 of 2019 which was between CRDB Bank PLC (CRDB Bank) v. True Colour Limited (TCL) and James Vicent Mgaya (the Purchaser).
Key Points:
TCL had filed a suit in the High Court of Tanzania against CRDB Bank and others regarding the sale of mortgaged properties which had a forced sale value of over Tshs 1.9 Billion. The said properties had been mortgaged by TCL to CRDB Bank to secure a loan. TCL defaulted on its payments, and the mortgaged properties were sold by auction at the price of Tshs.700 Million less than its forced sale value of over Tshs 1.9 Billion.
In the suit, TCL sought an order for nullification of the sale of the mortgaged properties and in the alternative, to be relieved from liability to pay the loan balance (the remaining balance from Tshs 1.9 Billion after deducting Tshs700 Million).
The High Court of Tanzania dismissed the claim for nullification of sale for want of proof, and further, on the alternative claim, it discharged TCL from further liability for the reason that CRDB Bank had assumed their own risk when they accepted a price of Tshs. 700 Million which was lesser than the secured amount.
CRDB Bank was aggrieved by the High Court's decision and lodged the appeal to the Court of Appeal of Tanzania on the ground that the High Court was wrong to relieve TCL from paying the balance of the loan while TCL had admitted her liability of more than Tshs.1.9 Billion towards CRDB Bank.
On the other hand, TCL submitted that since the purpose behind a secured loan is to ensure that the same is recoverable, CRDB Bank assumed its own risk by selling the mortgaged properties at a low value than the total liability owed. TCL also relied on conflicting decisions of the High Court which held that a lender who sells a mortgaged property at a price less than the loan amount should blame themselves for accepting an inferior security and cannot be allowed to pursue the balance against the borrower.
