Waziri wa Fedha na Mipango, Mheshimiwa Dkt. Mwigulu Lameck Nchemba, ameishukuru Benki ya Dunia kwa kuwekeza zaidi ya dola za Kimarekani bilioni 5.5, sawa na takriban shilingi za Tanzania trilioni 12.6 kwa ajili ya kutekeleza miradi mbalimbali ya maendeleo hapa nchini.

Dkt. Nchemba ametoa pongezi hizo wakati akizungumza na Makamu wa Rais wa Benki ya Dunia, anayesimamia nchi za Kanda ya Mashariki na Kusini mwa Afrika, Dkt. Hafez Ghanem, wakati wa Mikutano ya Mwaka ya Benki ya Dunia na Shirika la Fedha la Kimataifa (IMF), iliyofanyika kwa njia ya mtandao, Jijini Dar es Salaam.

“Miongoni mwa fedha hizo ni pamoja na kiasi cha dola za marekani bilioni 1.167 zilizotolewa na Benki hiyo kwa ajili ya kutekeleza miradi mitano ya maendeleo ikiwemo ya sekta ya elimu, miundombinu, umeme na Tanzania ya Kidijitali kwa lengo la kuchochea uchumi jumuishi na kupambana na umasikini” Alisema Dkt. Dkt. Nchemba alisema kuwa kiasi hicho cha fedha kinahusisha utekelezaji wa miradi 26 ya maendeleo inayopata fedha kupitia dirisha la mikopo nafuu (IDA) la Benki ya Dunia yenye thamani ya dola za Marekani bilioni 5.502.

During the period ended September 2021, the Bank performed steadily with commendable progress on several strategic fronts. Exponential income growth was sustained whilst investments in exciting new growth and digital initiatives was also accelerated. Risk and governance discipline was further strengthened during the period. As a result, the bank delivered a Profit Before Tax of TZS 302 billion and Profit After Tax (PAT) of TZS 211 billion, which is 43% above YoY and above full year 2020 industry record-setting profitability of TZS 206 billion. The bank’s disciplined execution of its strategic initiatives continues to drive market share gains, further cementing the Bank’s leading position in the market.

During the 9 months period to September 2021, the bank recorded Total Income of TZS 721 bln, up 20% YoY from TZS 601 bln in the prior-year period, primarily reflecting strong growth in loans and advances and transaction volumes.

The bank’s cost-optimization initiatives continue to pay back with the cost-to-income ratio improving to 47% from 52% in the same period last year, being well within the regulatory threshold of 55%. The bank continues to focus on further efficiency improvements whilst optimizing investments in strategic priorities.

Asset quality continues to be an area of strategic emphasis, with further improvement of the Non-Performing Loans (NPL) ratio to 3.8% in Q3 2021 from 6.6% in the same period last year reflecting commendable progress made on overall credit portfolio quality.

The bank maintains a strong balance sheet with sustained growth, demonstrating enhanced customer relationships in core business segments. Gross Loans and Advances increased by 13% and closed the quarter at TZS 4.5 trillion owing to commendable credit portfolio growth in key market segments including Agriculture, SME, and Personal Loans.

Alisema Kampeni ya Sinia la DCB itadumu kwa muda wa miezi mitatu kuanzia Mwezi Novemba ambapo wateja wa zamani na wapya watashiriki, lengo kubwa ni kuwafanya wateja wa DCB kudumisha utamaduni wa kujiwekea akiba huku wakifurahia zawadi nono kutoka kwenye sinia ikiwa ni pamoja na pesa taslimu, vocha za zawadi, simu za mkononi kwa watakaokidhi vigezo.

Serikali ya Ujerumani imeipatia Tanzania msaada mwingine wa Euro milioni 45 sawa na takribani shilingi za Tanzania bilioni 119.2 kwa ajili ya kutekeleza miradi mitatu katika sekta za maji, afya na kuendeleza sekta ya maliasili na utalii.

Msaada huo umekuja siku mbili tangu nchi hiyo iingie makubaliano mengine ya kutoa msaada wa kiasi cha Euro milioni 71 sawa na zaidi ya shilingi bilioni 190.5, kwa ajili ya kutekeleza miradi kadhaa ikiwemo maji, uendelezaji wa maliasili na utalii, afya ya mama na mtoto pamoja na mapambano dhidi ya ukatili wa kijinsia.

Akizungumza baada ya kusaini mikataba hiyo mipya mitatu kwa niaba ya Serikali, na Balozi wa Ujerumani nchini Tanzania Mheshimiwa Regine Hess kwa niaba ya Ujerumani, Katibu Mkuu Wizara ya Fedha na Mipango Bw. Emmanuel Tutuba, alisema kuwa fedha hizo zitaisaidia nchi kukabiliana na athari za Uviko 19, kuboresha uhifadhi wa mazingira na huduma za jamii.

TANZANIA TO REAP BIG FROM NICKEL DEPOSITS


Tanzania will finally start reaping from the world's largest nickel deposits following the issuance of a mining license to Tembo Nickel Corporation yesterday to begin the mining project that would see the country earn 7.5 billion US dollars (about TShs. 17.5 trillion) during the execution.

Based in North West Tanzania, the nickel deposit project comprises of an on-site mineral resource of 58 million tonnes including over 1.52 million tonnes of nickel, a crucial material used in the manufacture of electric vehicles.

According to the Minerals Minister, Dotto Biteko, the project would also offer 978 direct jobs to Tanzanians when Tembo Nickel Corporation starts the project with 412 million US dollars.

The Tembo Nickel Corporation is a joint venture company where the Government owns 51 per cent shares while the United Kingdom mining company, Kabanga Nickel has 49 per cent shares.

CLYDE & CO UPDATER - BANK OF TANZANIA: NEW OUTSOURCING GUIDELINES FOR BANKS AND FINANCIAL INSTITUTIONS IN TANZANIA


In this month’s legal update, we provide an overview of the new Bank of Tanzania Outsourcing Guidelines for Banks and Financial Institutions, 2021 (the Guidelines) which were published on 17 June 2021. The Guidelines apply to all outsourcing arrangements entered into by banks or financial institutions and disapply the Outsourcing Guidelines of 2008.

In summary the Guidelines introduce additional technical monitoring and control of outsourced activities and set out the powers that the Bank of Tanzania (the Bank) has in terms of enforcing the Guidelines.

Key definitions under the Guidelines:
  • Outsourcing means an arrangement whereby a bank or financial institution receives goods or services from another entity that form part of the business processes and which are necessary to support the provision of banking or related financial services.
  • Service provider means the supplier of goods or services who may be a related entity or independent third party.
There are 9 Parts to the Guidelines, each of which relate to a separate topic on outsourcing.

Part I

Part I of the Guidelines provides an introduction as to what activities can be outsourced. Particularly, Guideline 6 provides the classification of strategic activities and non-strategic but material activities. Strategic activities are activities compatible with the managers’ obligation to run the institution under their own responsibility and include strategic oversight, risk management and strategic control, while non-strategic but material activities mean activities of such importance that any weakness or failure in the provision of those activities can have a significant effect on the bank’s or financial institution’s ability to meet its regulatory responsibilities or to carry on its business.

Guideline 7 sets out a requirement to obtain prior written approval from the Bank before planning material outsourcing and also sets out the Bank’s criteria on evaluating these outsourcing requests. It is important to note that Guideline 8 defines material outsourcing arrangements as those, which if disrupted, have the potential to significantly impact the business operations, reputation or profitability of a bank or financial institution. The Bank will consider a number of factors when determining whether the outsourcing arrangement will be material. These include, but are not limited to:

UJERUMANI imeipatia Tanzania msaada wa Euro milioni 71, sawa na takribani shilingi za Tanzania bilioni 190.5 kwa ajili ya kutekeleza miradi kadhaa ikiwemo maji, uendelezaji wa maliasili na utalii, afya ya mama na mtoto pamoja na mapambano dhidi ya ukatili wa kijinsia.

Nyaraka za makubaliano ya msaada huo zimetiwa saini jijini Dar es Salaam kati ya Naibu Katibu Mkuu Wizara ya Fedha na Mipango anayesimamia masuala ya Fedha za Nje Bi. Amina Khamis Shaaban na Kiongozi wa Ujumbe wa Serikali ya Ujerumani Bw. Marcus Von Essen.

Akizungumza baada ya kutiwa saini kwa nyaraka hizo, Naibu Katibu Mkuu Bi. Amina Khamis Shaaban aliyataja maeneo yatakayonufaika na msaada huo kuwa ni afya ya mama na mtoto iliyotengewa Euro milioni 24 na mradi wa kuzuia migogoro baina ya wanyamapori na binadamu, utakao tumia Euro milioni 6.

ABSA COMMITS TO PARTNER WITH INNOVATIVE START-UPS

Absa Bank Tanzania is committed to creating partnerships with tech start-ups in the country in order to create business ventures on a win-win situation, an official of the multinational financial institutions said today in Dar es Salaam during a clinic organized for start-ups to showcase projects and learn.

The event, dubbed thought leadership Event, Enhanced Customer Experience with Digital and Innovation, focused on how digital transformation can be rolled out hand-in hand with customer experience,it was co-organised by the bank and Hindsight Venture, a technological innovation and solutions firm.

“Our aim is to explore options through which we can partner with start-ups and co-create and co-commercialize products, said Samuel Mkuyu, Head of Customer Experience and Digital Banking at Absa, adding that the financial conglomerate had long initiated the process of identifying potential start-up partners.

He said that from the presentations that were made by the participating start-ups on their projects, they will analyse the presentations with a view to exploring potential opportunities and ideas for commercialization that can be turned into partnership between the bank and the start-ups.

PRESIDENT SAMIA ACCENTS TO MUNICIPAL FUNDING

President Samia Suluhu Hassan holds talks with the United Nations Capital Development Fund (UNCDF) Executive Secretary, Ms. Preeti Sinha at State House in Dar es Salaam yesterday. 

President Samia Suluhu Hassan has ordered the Ministry of Finance and Planning to come up with procedures that would see immediate introduction of a Municipal Funding Facility to empower Local Governments to bankroll their projects.

The facility dubbed - Municipal Investment Financing (MIF), and managed by the United Nations Capital Development Fund (UNCDF), is intended to facilitate Local Governments to raise funds through investment bonds.

The Head of State said such a programme would help in reducing the burden on the Central Government to fund the projects of the Local Governments.

She made the directive to the Ministry yesterday after she held talks with the Executive Secretary of UNCDF, Ms. Preeti Sinha at State House in Dar es Salaam.

BENKI YA CRDB YATOA GAWIO LA SH. BILIONI 25 KWA SERIKALI

Dar es Salaam, 25 Oktoba, 2021 - Waziri wa Fedha na Mipango Dokta Mwigulu Nchemba amepokea gawio la shilingi bilioni 25 linalotokana na uwekezaji wa Serikali ndani ya Benki ya CRDB kutoka kwa Mwenyekiti wa Bodi ya Wakurugenzi ya Benki ya CRDB, Dkt. Ally Laay.

Makabidhiano hayo ya hundi kifani yalifanyika katika Makao Makuu ya Benki ya CRDB yaliyopo Palm Beach jijini Dar es Salaam na kuhudhuriwa na viongozi mbalimbali wa taasisi na mashirika ya umma yenye hisa ndani ya Benki ya CRDB na Menejementi ya Benki ya CRDB.

 

Akizungumza katika hafla hiyo Dkt. Nchemba aliipongeza Benki hiyo kwa kutoa gawio kwa Serikali, Dokta Nchemba aliipongeza Benki ya CRDB kwa kupata matokeo mazuri ya fedha mwaka 2020 ambayo yamepelekea kuongezeka kwa gawio kwa Wanahisa ikiwamo Serikali.

“Ongezeko hili la gawio ni kiashiria tosha kwa Serikali kuwa Benki yetu ya CRDB inazidi kuimarika zaidi kutokana na mikakati madhubuti ya kibiashara iliyojiwekea na jambo linalowapa moyo Watanzania na wawekezaji kuwa benki inatoa huduma bora katika jamii”, alisema Dkt. Nchemba.

 

Dkt. Nchemba alisema fedha zilizopatikana kupitia gawio hilo zitakwenda kusaidia utekelezaji wa miradi ambayo Serikali imeianisha katika vipaumbele vya bajeti ya mwaka 2021/2022 na Mpango wa Tatu wa Maendeleo ya Taifa 2021/22 - 2025/26 hususan katika sekta ya afya. “Kipekee kabisa niipongeze Bodi, Menejimenti na Wafanyakazi wote wa Benki ya CRDB kwa kazi nzuri mnayoifanya ambayo imepelekea kupatikana kwa gawio hili nono,” aliongezea Dkt. Nchemba.

Aidha, Dokta Nchemba aliipongeza Benki ya CRDB kwa matokeo mazuri ya fedha iliyopata katika nusu ya kwanza ya mwaka huu 2021 ambapo faida ya Benki imeongezeka kwa asilimia 26 kufikia shilingi bilioni 89 kutoka TZS bilioni 70.4 zilizoripotiwa katika kipindi kama hicho mwaka 2020. “Mkiendelea na kasi hii mwakani tunategemea kupata gawio nono zaidi,” alisema Dokta Nchemba.

 

Dokta Nchemba alipongeza jitihada mbalimbali za Benki ya CRDB katika kuchangia maendeleo ya Taifa ikiwamo ulipaji wa kodi ambapo mwaka jana ililipa jumla ya kodi ya shilingi bilioni 181.4. Alipongeza pia jitihada katika utoaji wa ajira kwa vijana na uwezeshaji kupitia Sera ya Kusaidia Jamii (CSR Policy). “Nimevutiwa sana na mkakati wa Benki ya CRDB katika kusaidia kutoa ajira kwa vijana kupitia program ya mafunzo kazini ‘internship’ na mafunzo kwa wahitimu ‘graduate development program.”

Akizungumzia mikakati ya Serikali katika kuimarisha sekta ya fedha, Dkt. Nchemba alisema mwaka huu Serikali imechukua hatua mbalimbali za kusaidia kuiboresha sekta hiyo ikiwamo kupunguza kiwango cha amana za mabenki Benki Kuu, kuanzishwa kwa mfuko wa kukopesha taasisi za fedha, na kupunguza kiwango cha mtaji kinachotakiwa kwa ajili ya kuweza kutoa mikopo zaidi kwa sekta binafsi.

 

Kwaupande wake Balozi wa Denmark nchini Tanzania, Mette Dissing-Spandet alisema Denmark inajivunia uwekezaji wake kwa kushirikiana na Serikali ya Tanzania kupitia DANIDA ndani ya Benki ya CRDB. Alisema matokeo mazuri ya kifedha ambayo benki hiyo imekuwa ikiyapata yanaonyesha ni jinsi gani benki hiyo inatoa bidhaa na huduma bunifu na zinazoendana na mahitaji halisi ya wateja.

Naye Mwenyekiti wa Bodi ya Wakurugenzi Benki ya CRDB, Dkt. Ally Laay alisema kuwa gawio ambalo limekabidhiwa leo hii ni sehemu ya faida ya shilingi bilioni 165.2 baada ya kodi ambayo Benki ya CRDB na kampuni zake tanzu imeipata katika mwaka wa fedha 2020. Pia ameeleza kuwa Benki hiyo itaendelea kutoa huduma bora ili kukidhi mahitaji ya wanahisa wake na wananchi kwa ujumla.


“Katika Mkutano wa Wanahisa uliofanyika kidijitali mwezi Juni mwaka huu, Wanahisa wa Benki ya CRDB walipitisha kwa pamoja gawio la shilingi 22 kwa hisa ikiwa ni ongezeko la asilimia 37.5 na hivyo kufanya gawio la mwaka huu kufikia shilingi bilioni 58,” aliongezea Dkt. Laay.

Aidha, Dkt. Laay alipongeza jitihada za Serikali za kuendelea kuweka mazingira mazuri ya biashara nchini ambazo alisema ndio zimesaidia kuiwezesha Benki ya CRDB kuendelea kutekeleza majukumu yake kwa weledi na kuahidi kuendelea kushirikiana nayo ili kukuza uchumi wa nchi.


Naye Mkurugenzi Mtendaji wa Benki ya CRDB Abdulmajid Nsekela alimhakikishia Dokta Mpango kuwa Benki ya CRDB kupitia kauli mbiu yake ya “Tupo Tayari” itaendelea kushirikiana na Serikali katika kuboresha upatikanaji wa huduma za kifedha nchini huku akielezea kuwa benki hiyo sasa hivi imejikita zaidi kwenye uwekezaji wa mifumo ya kidijitali ya kutolea huduma kama CRDB Wakala, SimBanking na Internet banking.

BIA YA PILSNER KUDHAMINI MISS KANDA YA ZIWA 2021

Meneja Mauzo wa Kampuni ya Bia ya Serengeti Mwanza, Patrick Kisaka, akiwaongoza baadhi ya warembo wanaowania taji la Miss Kanda ya Ziwa 2021 walipofika kutembelea kiwanda cha kampuni hiyo kilichopo jijini Mwanza. Mashindano hayo yamedhaminiwa na Bia ya Pisner inayozalishwa na kiwanda hicho.
Warembo wanaoshiriki katika shindano la Miss Kanda ya Ziwa wakifuatilia mafunzo ya kuchukua tahadhari dhidi ya Covid-19 kabla ya kuanza kutembelea kiwanda cha Serengeti kilichopo jijini Mwanza. Mashindano hayo yanadhaminiwa na Bia ya Pilsner inayozalishwa na kiwanda hicho.
