CLYDE & CO UPDATER - NEW PETROLEUM REGULATIONS ON THE CORPORATE INTEGRITY PLEDGE
In this month’s article, we discuss the key provisions of the New Petroleum Regulations on the Corporate Integrity Pledge. The Regulations require all licence holders and contractors undertaking petroleum or gas activities to comply with the integrity pledge.
The Regulations are made under section 223(3) of the Petroleum Act No.21 of 2015 (the Act). The Regulations entered into force on 1 November 2019, following their publication in the Government Gazette of the same date (Government notice number 782 of 2019).
Key definitions
Corporate Integrity Pledge is defined in the Regulations as a formal, unilateral and concrete expression of commitment by contractors, sub-contractors, licensee or any other person conducting petroleum operations to uphold corporate anti-corruption principles, abide by ethical business practices, support a national campaign on ethics and war against corruption.

MOBILE MONEY IS IMPROVING TANZANIA’S LEVEL OF FINANCIAL INCLUSION
In recent years, mobile money has become a hot-topic in Tanzania, having become one of the key drivers of economic development across the country.
An ever-increasing body of evidence has shown that the benefits associated with mobile money are contributing to the country’s digital transformation and helping it achieve its 2025 development goals.
One way in which mobile money has done this is through improving the country’s level of financial inclusion.

CLYDE & CO UPDATER - NEW BANK OF TANZANIA REGULATIONS ON FINANCIAL CONSUMER PROTECTION
In this article, we provide an overview of the new Bank of Tanzania (Financial Consumer Protection) Regulations 2019 (the Regulations) which were published in Government Notice No. 884 on 22 November 2019.
In summary the new regulations:
- Introduce a variety of protections for consumers in terms of how financial service providers offer, market and deal with complaints related to the financial services that they offer to consumers; and
- Set out the powers that the Bank of Tanzania has in terms of enforcing non-compliance with the Regulations.
- Financial education means imparting financial knowledge, skills and influencing financial behaviour of consumers to enable them to manage their personal financial matters and make informed decisions
- Financial consumer protection means laws, institutions, practices and policies to safeguard consumer rights, enable consumers to make informed financial decisions and ensure fairness in the provision of products and services by financial service providers
- Financial service provider means an institution licensed, regulated and supervised by the Bank of Tanzania
- Senior management for the purpose of Regulation 6 includes the chief executive officer, head of function, any other senior officer reporting to the chief executive officer and any other person other than members of the Board of Directors who participates in making decisions that affect the whole or substantial part of the business of the financial service provider

TANZANIA’S TELECOMS SECTOR A MODEL IN SUB-SAHARAN AFRICA BUT MORE CAN BE DONE TO IMPROVE IT
As the festive season ends, we are all more thankful than ever for the technology that connects us to our loved ones.
Whether or not you have been able to travel to visit your family and friends, you will almost certainly have been able to talk to them, or even see them thanks to video calls.
The mobile sector has truly transformed our lives on a day-to-day basis. We are certainly lucky to have access to this technology.
Tanzania’s mobile sector in particular has become a model in sub-Saharan Africa thanks to the growth in mobile phone usage and mobile internet connectivity across the country.
Nonetheless, there is always room for improvement.

The majority of us (Tanzanians) have poor savings habit which affects our quality of life during our retirement. Most of us have conflicting priorities when it comes to affording our current lifestyle hence affecting our ability to save for our future/retirement. We are not wired to save enough for our retirement other than the mandatory savings (social security deductions) and this has to change.
But how much is enough to save for a comfortable retirement? A rule of thumb is that a retirement income equal to 75% of your final salary just before you retire will allow you to live comfortably in retirement.

FOREX RESERVES HIT RECORD HIGH
Tanzania recorded the highest foreign reserves at the end of November last year, sufficient to cover 6.4 months of projected imports of goods and services it traded on.
According to the Ba k of Tanzania (BOT) monthly economic review for December last year, the country's foreign reserves were 5,533.7 million US dollars (over TZS 12.7 trillion), higher than 5,078.8 million US dollars recorded in the previous year and enough to cover about 5.0 months.

These critical reforms will lead to a more vibrant economy, which will improve the living conditions of Tanzanians, particularly the poor and vulnerable, and including women and youth.
“Tanzania’s private sector is dominated by small enterprises mostly in smallholder agriculture and small informal non-farm businesses,” said Abdoulaye Coulibaly, the Bank’s Director of Governance and Public Financial Management Department.
“By strengthening the regulatory framework, the country’s private sector will have the required incentives to fully participate in the economy, particularly in cross sector growth-enhancing and transformational investment opportunities.”

VODACOM EXTENDS WORKING HOURS TO FACILITATE BIOMETRIC REGISTRATION PROCESS
Deploys 30,000 foot agents to register more people in their workplace and home areas
23 December 2019, Dar es Salaam - Vodacom Tanzania PLC has extended working hours throughout its over 400 Vodacom shops and service desks across the country to meet the demands of customers rushing to meet the 31st December deadline for biometric registration of all SIM cards. Vodacom’s Managing Director Hisham Hendi said the move is aimed at ensuring more Vodacom customers comply with biometric registration of Sim cards and ensure they stay connected.
“We understand how busy the holiday season can get and with the December 31st deadline looming, we have decided to extend our working hours from 5 pm to 8 pm. We therefore call on our customers who have national identification cards and NIDA numbers to visit our shops across the country and register their SIM cards cards to comply with the government’s directive in order to avoid any inconvenience of interruption of communication of services especially during the festive season when communication to loved ones is crucial. Customers who have not yet applied for national identification cards should do so, in order to complete their sim card registration process” he said’,

According to the Government's directive, telecommunication SIM cards that have not been registered biometrically will be disconnected after the 31 December 2019 deadline.
