BANK OF TANZANIA OPENS GOVERNMENT SECURITIES MARKET TO ALL FOREIGN INVESTORS

DAR ES SALAAM - August 6, 2026: The Bank of Tanzania (BoT) has announced a major policy reform that opens Tanzania's Government securities market to all non-resident investors, marking a significant step towards attracting more international capital and deepening the country's financial markets.

According to a public notice issued by the central bank on 6 August 2026, the changes are contained in the Foreign Exchange (Amendment) Regulations, 2026, issued under the Foreign Exchange Act, Cap. 271 through Government Notice (G.N.) No. 206 of 2026, which was published in the Government Gazette on 17 July 2026.

The amended regulations now permit all non-resident investors to invest in Treasury bills and Treasury bonds issued by the Government of the United Republic of Tanzania.

Previously, participation in the Government securities market was restricted to residents of the East African Community (EAC), the Southern African Development Community (SADC), and members of the Tanzanian diaspora.

BoT said the reform is designed to broaden access to Tanzania's Government securities market while supporting ongoing efforts to deepen the domestic financial sector and position Tanzania as an increasingly attractive destination for international investment.

Under the new framework, eligible non-resident investors will be able to participate in the Government securities market through approved Central Depository Participants (CDPs), subject to the provisions of the amended regulations and other applicable laws and operational requirements.

The Bank of Tanzania has advised investors seeking further information to contact their respective Central Depository Participants or the central bank directly.
