Mhe. Dkt. Nchemba (Mb) ametoa maagizo hayo wakati wa kufungua kikao kilichowashirikisha wataalam kutoka Shirika la Fedha na Kimataifa (IMF) waliowasili nchini kwa ajili ya kufanya tathimini ya Program ya Huduma za Mikopo (EFC), kwa kushirikiana na wataalam wa ndani wa Serikali.
Alisema mabadiliko ya Sera za Fedha nchini Marekani ya kubana matumzi na kupunguza dola kwenye mzunguko wa fedha, yameleta athari zinazoonekana mpaka kwenye nchi zinazoendelea, ikiwemo Tanzania.
“Tumekuwa tukirejea Uviko na vita baina ya Urusi na Ukraini kama moja ya vitu vinavyoathiri uchumi wa nchi zinazoendelea ikiwemo Tanzania lakini upungufu wa dola unaathiri uchumi kwa kiwango kikubwa ikiwemo uagizaji wa mafuta na uagizwaji wa bidhaa mbalimbali zinazotumika katika shughuli za Sekta Binafsi”, alisema Dkt. Nchemba.

SHARM EL SHEIKH, Egypt, May 30, 2023/ -- The African Development Bank Group (www.AfDB.org) remained resilient in the face of the unprecedented global economic challenges in 2022, investing over $8 billion that year to support recovery across its 54 regional member countries, it announced during its Annual Meetings. At a Financial Presentation and Development Impact luncheon held on Thursday 25 May, the Group’s Senior Vice President Swazi Tshabalala said that three years after the onset of the Covid-19 pandemic, the development landscape “remains challenging and uncertain.” The Financial Presentation and Development Impact session is a signature event of the Annual Meetings at which the achievements of the Bank Group over the preceding fiscal year are highlighted. The confluence of multiple challenges, including the pandemic, inflationary pressures, rising public debt levels, conflict and insecurity and the impacts of climate change, slowed the continent’s recovery, with Africa’s economic growth dropping by 1% from last year, Tshabalala said. Even more concerning: an additional 15 million people were pushed into extreme poverty. “Despite this challenging environment, the Bank has remained agile and responsive to the changing needs of African countries. Through transformative projects across the Bank’s operational priorities, in 2022 we invested over $8 billion dollars to support the continent’s recovery,” Tshabalala said. |

TANZANIA INVESTMENT CENTRE: TOYOTA PLANS TO INVEST IN TANZANIA
Tanzania Investment Centre (TIC) is discussing with Japan’s Toyota Motor Corporation (TMC) about possibilities of opening an assembling plant in the country.
TIC Senior Investment Officer, Ms Latiffa Kigoda, told the ‘Daily News’ yesterday that the talks were at an advanced stage though the details of the investment will come after the July meeting.
“Toyota has shown interest to invest in the country,” Ms Kigoda said, “We will host a delegation of five people from Japan again in the first week of July, for further discussion on opening a car assembling in the country.”
The TIC Executive Director, Mr Gilead Teri, will lead the Tanzania team at the July meeting, and depending on the outcome of the discussion, Toyota may be placed in a strategic investor category.
“Our talks centred on seeing Toyota invest in our country,” she said and the meeting was scheduled after Toyota asked for the appointment.
Additionally, she said “TIC Executive Director is keen to see we strike a deal with Toyota.”

AFRICA SET TO BE THE SECOND-FASTEST GROWING REGION AFTER ASIA, BUT HEADWINDS REMAIN, SAYS AfDB’S AFRICAN ECONOMIC OUTLOOK REPORT
But the projected growth will depend on global conditions and the continent’s ability to bolster its economic resilience, the African Development Bank’s 2023 African Economic Outlook report has found.
The report, launched on Wednesday, forecasts that Africa will consolidate its post-Covid-19 pandemic recovery to 4.3% GDP growth in 2024 from 3.8% in 2022. Some 22 countries will record growth rates above 5%, it says.
It recommends robust policy actions, including incentivizing green industries and providing guarantees at scale to de-risk private sector investments in managing natural capital across the continent.
The launch, attended by African leaders, experts and development partners, was one of the highlights of the Bank Group’s Annual Meetings in Sharm El Sheikh, Egypt. It was under the theme, Mobilizing Private Sector Financing for Climate and Green Growth.
The Bank Group’s Chief Economist and Vice President for Economic Governance and Knowledge Management, Prof. Kevin Urama, presented the report’s findings, outlining several potential policy actions for stimulating more private sector financing for climate and green growth in Africa.
These options include tapping into the expanding global and domestic private equity and venture capital appetite for African markets and “cautiously engaging with the emerging carbon markets and debt-for-climate swaps,” Urama said.
Unveiling the 220-page report, African Development Bank Group President Akinwumi Adesina said African countries must do more, including mobilizing more domestic resources and restructuring debt to withstand global headwinds.

GOVERNMENT OKAYS PPP IN DAR ES SALAAM PORT OPERATION
The government has issued a green light for the integration of the private sector in the operation of Dar es Salaam Port, in a grand plan to improve performance and increase revenue from the facility.
However, an investor who has an interest in taking part in the operation of the port will have to meet five key conditions set by the government for improved efficiency.
Speaking in the Parliament on Tuesday, when winding up the budget for the year 2023/24, Minister for Works and Transport, Prof Makame Mbarawa said an investor will have to meet international standards for the port to be more competitive.
The minister was responding to contributions of Members of Parliament who suggested the need for operating the Port of Dar es Salaam through Public Private Partnership (PPP) approach.
Prof Mbarawa said, the new investor must also come up with a permanent solution on cargo shipping from the point of origin to the client within a short period of time.
“It must be an international company with a proper network and vast experience in the shipping industry,” he said, adding that the government will also consider an investor who is capable of securing new markets.
“Furthermore, the consideration will be on a bidder with an experience in port operations,” he said, assuring the move will increase the number of ships that dock at the Port of Dar es Salaam.
Prof Mbarawa explained that inviting the private sector in the operation of the port is a phenomenon that is unavoidable in the current world.

Akizungumza wakati wa uzinduzi huo, Mponzi alisema NMB UPI QR Code unaenda kuwa chagizo la kampeni ya jamii isiyo na matumizi ya pesa taslimu na kwamba wana imani ukubwa wa taasisi hizo mbili utakuwa mhimili wa mafanikio ya bidhaa hiyo ambayo ni hatua kubwa katika kuchachua uchumi wa mtu mmoja mmoja na Taifa kwa ujumla.
Akizungumza wakati wa uzinduzi huo, Mponzi alisema NMB UPI QR Code unaenda kuwa chagizo la kampeni ya jamii isiyo na matumizi ya pesa taslimu na kwamba wana imani ukubwa wa taasisi hizo mbili utakuwa mhimili wa mafanikio ya bidhaa hiyo ambayo ni hatua kubwa katika kuchachua uchumi wa mtu mmoja mmoja na Taifa kwa ujumla.

BANK OF TANZANIA MONETARY POLICY COMMITTEE MEETING STATEMENT
23rd May 2023: The Monetary Policy Committee (MPC) held its 226th Ordinary Meeting on 22nd May 2023, to assess the conduct of monetary policy in March and April 2023, review the performance and outlook of the domestic and global economy, and agree on monetary policy measures for May and June 2023. The MPC noted with satisfaction the sustained implementation of a less accommodative monetary policy that succeeded in containing inflation within the target while ensuring an adequate supply of liquidity in the banking system in support of credit intermediation and recovery of various economic activities. In addition, the policy stance supported the attainment of agreed benchmarks under the IMF Extended Credit Facility (ECF) arrangement for the quarter ending March 2023, laying the foundation for achieving the performance criteria for June 2023.
In discussing recent economic trends, the MPC observed that global economic activity remained weak in 2022 and the outlook is uncertain, reflecting the adverse effects of war in Ukraine, monetary policy tightening and climate-related constraints. Global inflation has been easing since the last quarter of 2022, driven by a decline in energy prices, but remained above the central banks' targets in many countries. Commodity prices in the global market have been declining, though remained above the levels recorded before the war in Ukraine. Going forward, inflation is expected to continue declining, driven by the lagged effect of monetary policy tightening and expected further decrease in commodity prices.
On the domestic economy, the MPC noted that:
- growth is broadly on track supported by improving business conditions, sustained public and private investment, recovery in tourism, and strong growth of credit to the private sector. In Mainland Tanzania, growth in the first three quarters of 2022 was 5.2 percent, and highfrequency economic indicators support for strong growth of around 5 percent for the entire year 2022 and about 5.2 percent for 2023. Zanzibar economy is estimated to have grown by 6.8 percent in 2022, much faster than 5.1 percent in 2021. In 2023, Zanzibar economy is projected to grow at 7.1 percent;
- inflation in Mainland Tanzania eased for the third month in a row to 4.3 percent in April 2023, remaining below the target of 5.4 percent for 2022/23. In Zanzibar, inflation rose to 7.5 percent in April 2023 from 7.1 percent in March 2023, remaining above the medium-term target of 5 percent, largely due to an increase in the prices of food. The MPC expects inflation to remain low in the remainder of 2022/23, based on expected further decline in food and energy prices in the global market, complemented by less accommodative monetary policy and favourable weather that will improve food supply;

NMB BANK DEBUTS FIRST UNIONPAY QR CODE IN TANZANIA
NMB Bank Plc and UnionPay International (UPI) have reinforced their digital finance collaboration by partnering to introduce the first UnionPay QR code in Tanzania, which they officially debuted early this week.
The digital financial inclusion development is yet another major milestone in national efforts to modernise the country’s payment ecosystem as Tanzania progressively readies to become a digital economy and less cash society.
Speaking at the event to launch the NMB UnionPay QR Code payment solution in Dar es Salaam on Tuesday evening, officials of the two organisations spoke highly of the relevance the digital payment solution in the country and the added value of their new partnership.
NMB’s Chief of Retail Banking, Mr Filbert Mponzi, said the partnership with UPI means a lot in their aspiration to modernise and promote digital payments in the country.
According to him, the collaboration once again demonstrates the commitment of the two organisations to champion a cashless society, which is served by a highly digitalised economy.
On his part, the General Manager of UPI Africa Branch, Mr Asad Burney, said apart from advancing inclusive finance, the partnership also increases the footprint of UnionPay cards acceptance on NMB’s digital payments platforms.
“NMB Bank has played a key role and continues to be instrumental in supporting the modernization of the payment solutions in the country,” Mr Mponzi noted in his remarks prior to the unveiling of the third UnionPay QR code in East Africa.

BOT NOTICE TO THE PUBLIC - TRANSFER OF ASSETS AND LIABILITIES OF YETU MICROFINANCE BANK PLC TO NMB BANK PLC
In exercising its powers under section 56(1)(g)(i) and (iii) of the Banking and Financial Institutions Act, 2006, on 12th December 2022 the Bank of Tanzania placed Yetu Microfinance Bank Plc under administration in order to determine the best resolution to its regulatory challenges. Normal business operations of Yetu Microfinance Bank Plc were suspended to allow the Bank of Tanzania to determine the appropriate resolution option.
The Bank of Tanzania wishes to inform the public that, as per its mandate as provided under Section 59 (4) of the Banking and Financial Institutions Act, 2006, the process of determining the resolution option of Yetu Microfinance Bank Plc has been completed, and transfer of assets and liabilities to an existing bank has been adopted as the formal resolution option effective 24th May 2023. Consequently, as mandated under Section 58(2) (h) of the Banking and Financial Institutions Act, 2006, the Bank of Tanzania has, under acquisition by operation of the law, transferred all assets and liabilities of Yetu Microfinance Bank Plc to NMB Bank Plc.
Depositors and other creditors of Yetu Microfinance Bank Plc will be advised in due course how and when they will commence accessing banking services through NMB Bank Plc. Meanwhile, all borrowers are required to continue paying their maturing obligations as per the terms and conditions of the agreements. The Bank of Tanzania reiterates its commitment to protect the interests of depositors, creditors and maintain the stability of the banking sector.

Akizungumza na waandishi wa habari Mkurugenziwa Fedha wa Benki hiyo Waziri Barnabas alisema; “Kupitia mbio hizi za NBC Dodoma Marathon, tunalenga kuchangia katika kuboresha afya ya uzazi kupitia sapoti kwenye mapambano dhidi ya kansa ya shingo ya kizazi kwa wanawake na pia kutoa ufadhili kwa wanafunzi wa taaluma ya ukunga nchini. Tunaamini kuwa kupitia shindano hili tuweza kuisaidia jamii yetu kupambana na changamoto hizi.
Kupitia ufadhili wa wanafunzi wa elimu ya ukunga itasaidia kukabiliana na upungufu wa wataalamu hao na hivyo kupunguza vifo vya kina mama wakati wa uzazi. Vilevile tunaendelea na msaada wetu katikamapambano dhidi ya saratani ya shingo ya kizazi ambapo mpaka sasa tumeshakusanya zaidi yashilingi milioni 500 zilizosaidia kufikia upimaji wa saratani ya shingo ya kizazi kwa wanawake zaidi ya 23,500 na matibabu kwa zaidi ya wanawake 1,300.
