AfDB, AU, UN AGENCIES PLEDGE MORE ACTION FOR AFRICA'S INDUSTRIAL TRANSFORMATION


The African Development Bank (AfDB) on Thursday, September 21, 2017, joined partners from the African Union Commission, African governments, key United Nations agencies and development finance institutions to renew support for African countries’ industrialization. 
The partners also agreed to undertake and implement joint programmes for increased development impact, especially in the mobilization of adequate resources to enable the full implementation of the Third Industrial Development Decade for Africa(IDDA III). 
The commitments were made at a high-level event on the “Third Industrial Development Decade for Africa (2016-2025): From political commitment to actions on the ground” held on the sidelines of the United Nations General Assembly in New York.
In 2016, the AfDB developed, together with the United Nations Industrial Development Organization (UNIDO) and the UN Economic Commission for Africa (ECA), an ambitious Industrialize Africa strategy that aims at more than doubling the continent’s industrial GDP. 

THE THIRD INDUSTRIAL DEVELOPMENT DECADE FOR AFRICA: FROM POLITICAL COMMITMENT TO ACTIONS ON THE GROUND


African leaders, UN officials, and representatives of international finance institutions and of the private sector met on Thursday, September 21 at the United Nations Headquarters to reaffirm their commitment to a broad-based international partnership to industrialize Africa in a socially inclusive and environmentally sustainable manner. The African Development Bank was represented by Amadou Hott, the Bank’s Vice-President for Power, Energy, Climate and Green Growth.

Africa share of global manufacturing stagnated below 2% over the last decade. Unemployment and poverty are serious concerns for the continent, where more than 70 percent of the working age population is unemployed or has no job security, prompting the UN to declare 2016-2025 as the Third Industrial Development Decade for Africa (IDDA III). Earlier in 2016, the AfDB developed together with the United Nations Industrial Development Organization and the UN Economic Commission for Africa (ECA) an ambitious Industrialize Africa strategy that aims at more than doubling the continent’s industrial GDP.

TANZANIA TELECOMMUNICATIONS COMPANY LTD NEEDS NEW STRATEGIES TO CONQUER MARKET - MINISTER

The state-owned Tanzania Telecommunication Company Limited (TTCL) needs to set up business strategies that will help to boost its market share in the competitive telecom industry, the Minister of Works, Transport and Communication, Prof Makame Mbarawa said.

Prof Makame Mbarawa said that the government was doing all it can to make the company reclaim its lost glory but there must be new strategies to conquer the market and establish itself as force to reckon with.

“You need to change your marketing strategies which are still very poor,” said the minister after he inaugurated the new TTCL board in Dar es Salaam yesterday.

“The business in the telecommunication sector is changing rapidly from voice to data calling for new market strategies in order to maintain positive growth trend.”

According to the Tanzania Communication Regulatory Authority (TCRA) quarterly communications statistics report for June-April, TTCL has only 410,000 voice telecom subscribers representing about one per cent of more than 40 million total subscriptions in the country.

MAENDELEO BANK TO MIGRATE TO DAR ES SALAAM STOCK EXCHANGE MAIN MARKET

Maendeleo Bank is set to become the first firm to graduate from Dar es Salaam Stock Exchange (DSE)’s lower market to the main investment market (MIM) in December after meeting the qualifying requirements.

Maendeleo Bank, the first to list on DSE’s alternative market 2013, has applied to list its new 17.6 million shares to MIM. Migration to the DSE’s main market will come after completing its secondary offering expected to raise 10.5bn/- in 45 days.

DSE’s Manager—Finance and Research Mr Ibrahim Mshindo said the bank met all set stipulated to graduate to the main investment market (MIM).

“Maendeleo (bank) has demonstrated a clean profitability record in the last three years, which is the main condition to migrate,” Mr Mshindo told the `Daly News’ at the sideline of official launching of the secondary offering of the bank which has 50 per cent green shoe option.

CFC will allow interaction with customers through telephone, email and social media, according to UBA managing director Peter Makau. The centre was launched on Wednesday September 20, 2017.

“CFC is a 24/7 customer interactive, which is a one stop shop for financial and business services information and it’s a crucial link between UBA customers and the bank," he said.

The IMF has asked the ministries of finance to employ staff with skills in economics and finance and a good understanding of government programmes to help in preparing budgets that will ensure mid and long-term goals are achieved.

Currently, line ministries make their cash requests to the Treasury whose only concern is whether the ministry factored in its estimates relevant government policies, the impact of new legislation, and inflation.

Speaking during the launch of one of the newly constructed towers in Gairo Municipality, Morogoro Region, Halotel Tanzania Engineering and Technical Deputy Director Trieu Thanh Binh said the company was committed to honouring the agreement entered with the government to ensure the goal to connect rural areas with communication services was attained.

(CNN) - President Donald Trump lavished praise on the health care system of Nambia during a speech at the United Nations. But there's one little problem -- there's no such country.

"In Guinea and Nigeria, you fought a horrifying Ebola outbreak," Trump told African leaders gathered Wednesday. "Nambia's health system is increasingly self-sufficient."

Trump mentioned Nambia twice during the session attended by leaders of several nations, including Ghana, Namibia and Uganda.

The gaffe lit up social media, with many speculating whether he meant Namibia, Zambia or Gambia.

The White House later clarified that Trump was talking about the southwestern African nation of Namibia. Namibia dodged the Ebola outbreak that killed thousands in Africa two years ago and affected several nations, including the United States.

BIG-TIME INVESTORS PUMP IN $4.250BN - TANZANIA INVESTMENT CENTRE

Tanzania has attracted nine big investments during FY 2016/17 worth $4.259bn compared to FY 2015/16 valued at $5.89bn only, according to data from the Tanzania Investment Centre (TIC).

In an exclusive interview with the ‘Daily News’ in Dar es Salaam on Wednesday, TIC Public Relations Manager Pendo Gondwe, said global reports rank Tanzania among the best destinations for investment in Africa.

Ms Gondwe also disclosed that newly registered investments each accounts for not less than $100m, citing the key areas that had attracted investors as agriculture, fishing, energy and constructions and transportation – all of which reflect the country’s focus towards industrial economy.

However, she rubbished reports that Tanzania was an ‘unfriendly investment environment’ and advised Tanzanians not to join those painting a bad image about the country. Ms Gondwe said the nine big investors registered in 2016/17 were from the United Kingdom, India, China, Libya, Iran, Mauritius, Congo and Luxembourg.

The World Economic Report 2017 ranked Tanzania top in East Africa for receiving foreign direct investments (FDIs) worth $1.35bn, followed by Uganda $541m, Rwanda $410m, Kenya $394m and Burundi $0.1m.

PRESIDENT JOHN MAGUFULI GETS TOUGH ON TANZANITE

President John Magufuli has directed the Tanzania People’s Defence Forces (TPDF) through National Service, to build a wall fence around Tanzanite blocks A to D at Mirerani tanzanite mines and instal high-tech equipment to monitor mining activities, so the government can earn proper revenue.

Dr Magufuli has also directed that trading in tanzanite gemstone should now be conducted in Simanjiro only in order to promote trade and development in the area. President Magufuli said JKT - through its economic wing (Suma JKT) - and others should construct the wall around the tanzanite blocks including installing electric wire on the wall, CCTV cameras and other surveillance equipment to curb theft and smuggling.

The President made the remarks on Wednesday when opening a 26km tarmac road from Kilimanjaro International Airport (KIA) to Mererani built at a cost of 32.5bn/- and funded solely by government, at Naisinyai village in Manyara Region.

The contractor received 30.9bn/- and the consultant 1.6bn/-, according to President Magufuli. Dr Magufuli said the wall fence would ensure the gemstones pass through official channels of trade so that the government can get proper royalties and put a stop to smuggling and illegal trade of Tanzanite.

“Surveys have already been done … Suma-JKT and others must build a wall around block A to D which has a lot of the gemstones … and this work should begin immediately,” President Magufuli stressed.

RECENT CHANGES TO THE MINING ACT IN TANZANIA HAVE SIGNIFICANT RAMIFICATIONS FOR SERVICE PROVIDERS


The recent changes to the Mining Act in Tanzania have significant ramifications for service providers to the Tanzanian mining industry (Service Providers). Urgent legal advice should be sought to ensure compliance with the new legislation.

Pursuant to the Written Laws (Miscellaneous Amendments) Act 2017 (as published in the Gazette No. 27, Volume 98 dated 7 July 2017) a wide variety of changes were made to the Tanzanian Mining Act 2010.

New local content requirements:

The new local content provisions that have been introduced are of particular importance to Service Providers. The new section 102 (1) provides as follows:
"(1) A mineral right holder shall give preference to goods which are produced or available in Tanzania and services which are rendered by Tanzanian citizens and or local companies."
This effectively introduces a new legal obligation under mining companies to ensure that preference is given to Tanzanian citizens and local companies.
The relevant definition of "local companies" for this purpose is: "a company or subsidiary company incorporated under the Companies Act, which is one hundred percent owned by a Tanzanian citizen or a company that is in a joint venture partnership with a Tanzanian citizen or citizens whose participating shares are not less than fifty one percent".
Accordingly in order to satisfy the definition of local company for the purposes of this new legislation – a non-Tanzanian company must enter into a joint venture arrangement – with at least a 51% interest held by Tanzanian citizens.

In its drive to promote financial inclusion among Tanzanians, Ecobank Tanzania has unveiled payment solutions – MASTERPASS and MVISA for easier retail payment using the Ecobank Mobile APP.

MASTERPASS QR and MVISA are digital payment solutions that offer customers the convenience of doing digital payments at retail outlets much cheaper, more securely and conveniently. Customers pay through their smart phones by scanning the unique Quick Response (QR) code at the retail outlet.

Speaking in Dar es Salaam yesterday, Ecobank Tanzania Managing Director, Ms. Mwanahiba Mzee said that the Ecobank Mobile App that was launched in February this year has now been modified to include more features which will be beneficial not only to Ecobank customers but also to non-customers across the world.

‘Ecobank Mobile App is a one of a kind banking application that is activated in all 33 countries where Ecobank is present and is accessible worldwide. Customers can just download the app and open an Ecobank digital account, make payments and transfer funds without physically visiting the branch,’ said Ms Mwanahiba Mzee.

NDULU: TANZANIA NEEDS MORE EFFECTIVE BUSINESSES TO SUSTAIN ECONOMIC GROWTH

Tanzania needs businesses that manage increasingly complex process of producing, trading and distributing goods and services to contribute to sustainable growth, the Bank of Tanzania Governor, Prof Benno Ndulu has said.

He said in Dar es Salaam on Tuesday that the economy wants productivity that depends on a mixture of increasing organisational efficiency— making labour more efficient at doing what it does—and structural change, moving people from low- to high-productivity activities.

“We need businesses that can manage the increasingly complex processes of producing, trading, and distributing goods in the economy,” he said at the launch of a book he co-authored with top International Growth Centre (IGC) and University of Oxford economists Sir Paul Collier and Professor Christopher Adam.

“We need effective government organisations and public policy to support these processes so they can contribute to sustainable growth that benefits all citizens,” he said. Prof Adam said the book draws on history, academic evidence, and policy experience to explore how Tanzania could unlock its economic potential.

TIB CORPORATE BANK STARTS ISSUING UNSECURED BID BONDS


TIB Corporate bank has started issuing bid bond guarantees that does not require applicants to provide any form of security in effort to support development sectors.

The bank said in a statement issued in Dar es Salaam yesterday that the facility is issued within a day upon bank receipt of the customer application. “TIB Corporate bank unsecured bid bond eliminates the security challenges to the applicants hence enabling them to tender for as many works as possible,” the bank said.

Bid or Tender guarantee is non-funded facility issued by the Bank to the employer to secure the bidders commitment to undertake the project if awarded at the time of bid or tender opening.

The facility will enable applicants to quickly progress on tendering matters and once successful the bank shall further facilitate on advance payment and performance guarantee facilities as per the agreed terms and conditions.

This is another round of distribution of earnings from M-Pesa Trust accounts covering the period between April 1 and June 30, 2017, the company said in a statement released on Wednesday September 20.
The distribution will benefit seven million active M-Pesa users country wide, according to Vodacom.
The quarterly exercise will see M-Pesa customers, agents, super agents, banks, businesses and merchants receiving their share of the bonus earned as a benefit from using the service.

UK-BASED FUND EYES TANZANIAN BANK, INSURANCE FIRM

Dar es Salaam. UK-based investment fund - Old Mutual Group PLC – is targeting to acquire an indirect control in Ecobank Tanzania Limited and UAP Insurance Tanzania Limited as part of the fund’s internal reorganization.
Tanzania Fair Competition Commission (FCC) said it’s now investigating the intended deal whose price was not disclosed before approving the acquisition as required by the local rules.
“FCC has received a merger notification to the effect that Old Mutual PLC, as a result of its internal reorganisation, will acquire indirect control of Ecobank and UAP Insurance,” said FCC in a public notice published on its website.

PETRA'S WILLIAMSON MINE RESTARTS OPERATIONS


Petra Diamonds has resumed operations at its Williamson mine after a four-day stoppage, it said yesterday, adding that its full-year production target remains unchanged.

The London-listed miner halted operations at the mine last week after the Tanzania government seized a consignment of diamonds and questioned Petra personnel as part of a crackdown on the mining sector.

Petra is keeping a close eye on developments at Williamson, CEO Johan Dippenaar said on Monday after the company posted a 4 percent drop in core profit, sending its shares down 7 percent to 78 pence by 1050 GMT.

However, the company said its forecast includes the Tanzanian mine in normal operation. “We are watching things on a week to week basis,” Dippenaar said on a conference call. “But we won’t allow the mine to endanger the rest of the group.”

Petra also said it was expecting delays in receiving VAT re funds from the totalling $15.8 million because of the current operating environment. Changes made in July to Tanzania’s law on VAT rebates could result in costs at Williamson rising 10 per cent above guidance, Petra warned.

JOB CUTS LOOM IN SAMSUNG NAIROBI OFFICE SHAKE-UP


18th September 2017 - South Korean electronics giant Samsung has downgraded its Nairobi regional office in a major operational shake-up that is likely to result in loss of jobs, joining a host of other multinationals that made similar moves.

The Seoul-based firm said the changes, which come barely two years after it sent home 26 executives from the Nairobi office, are meant to cut costs and improve efficiency across its African market.

The shake-up will see Samsung East Africa’s chief executive and chief finance officer relocate to the company’s South Africa offices, according to sources familiar with the matter.

“By centralising operations and resources, we plan to introduce greater levels of efficiency, and this strategic move will also enable us to focus more significantly on product, sales and marketing functions,” Samsung said in response to our queries.

“We’re unable to provide further details on how many jobs will be affected. Our primary objective is to prevent job losses as we strategically align the business operations.”

SOUTH AFRICA TAX SERVICE TO TAKE LEGAL ACTION AGAINST KPMG


PRETORIA, Sept 18 (Reuters) - South Africa's Revenue Service (SARS) will launch legal proceedings against KPMG due to reputational damage caused by the auditor releasing details of a confidential report it produced for the tax agency, commissioner Tom Moyane said on Monday.

Moyane told a televised news conference that SARS would report KPMG to Finance Minister Malusi Gigaba with a view to blacklisting the auditor for its "unethical" and "unlawful" behavior.

KPMG cleared out its South African leadership en masse on Friday after damning findings from an internal investigation into work done for businessmen friends of President Jacob Zuma.

EVICTEE COMPLAINTS BLAMED ON UNJUST HOPES


Unjustifiably high expectations are the reason behind complaints by people evicted to pave the way for execution of development projects, the government explained yesterday.

Acting Permanent Secretary in the Ministry of Lands, Housing and Human Settlements Development, Dr Moses Kusiluka, said many evictees were nursing high compensation expectations as a result of increased awareness or wealth pursuit.

Dr Kusiluka was speaking to the ‘Daily News’ ahead of compensation to people who will vacate their lands for the construction of the Hoima-Tanga oil pipeline.

The 1,445-kilometre pipeline from Uganda to Tanzania will stretch through Tanzania’s eight regions - Kigoma, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga.

About three million Tanzanians in rural areas have accessed communication services under the Universal Communication Service Access Fund (UCSAF).

According to Works, Transport and Communication Minister, Professor Makame Mbarawa, the government has so far spent over 85bn/- to provide rural dwellers in 3,000 villages with communication services.

The minister was speaking here after a two-day working tour of Dodoma and Morogoro regions to launch the rural telecommunication projects under the joint execution by UCSAF and Viettel Tanzania Limited. Viettel Tanzania, trading as Halotel, is a mobile communications company that provides voice, messaging, data and converged services in the country.

Viettel Global, the state-owned investment firm from Vietnam owns Halotel, which has invested in Telecommunications market in several countries. During the tour, the minister was accompanied by UCSAF Chief Executive Officer, Engineer Peter Ulanga and UCSAF Board Chairman, Dr Joseph Kilongola, among others.

EAST AFRICAN COMMUNITY EYES 30,000 KM ROADS

East African Community (EAC) member states envisage upgrading their 30,000-kilometre road network to bitumen standards in the coming 33 years.

At an average rate of 900 kilometres per year, the region’s entire road network will be covered by 2050 as provided for in the EAC Vision 2050.

Decent road infrastructure is among the development milestones detailed in the Vision 2050, which prioritises improved road networks to support industrialisation drive and ease movements of both people and goods.

“The EAC Partner States have agreed on ten transit transport corridors which constitute EAC Road Network, including twelve feeder corridors,” reads the EAC Vision document, maintaining that the infrastructure vision under the Road Transport Sub-sector will be achieved through developing the EAC Corridors.

It’s envisioned that 2050, the level of services along the main transport corridors will have improved substantially, reaching categories B and A, from the current average regional levels of C, D and E.
