TMRC APPOINTS ELIBARIKI NDOSSI AS NEW CHIEF EXECUTIVE OFFICER

Dar es Salaam, Tanzania – 17 January 2026 — Tanzania Mortgage Refinance Company Limited (TMRC) has announced the appointment of Mr. Elibariki Ndossi as its new Chief Executive Officer (CEO), effective 2 January 2026, in a move expected to further strengthen the country’s housing finance ecosystem.

Mr. Ndossi brings over 18 years of experience in the financial services sector, with extensive expertise in corporate banking, investment banking, capital markets, and structured finance. His appointment comes at a pivotal time as TMRC continues to play a central role in deepening access to long-term housing finance in Tanzania.

He began his professional career at NBC Limited—formerly part of ABSA and Barclays—where he steadily rose through senior leadership positions. During his tenure, he served as Head of Large Local Corporates and Head of Corporate Debt, managing complex, high-value portfolios and leading landmark cross-border financing transactions.

In 2019, Mr. Ndossi joined Stanbic Bank Tanzania as Head of Investment Banking, where he spearheaded the franchise’s strategic growth agenda. In this role, he oversaw a portfolio valued at nearly USD 700 million and led the execution of some of Tanzania’s most significant financing transactions across government, infrastructure, energy, real estate, mining, telecommunications, and capital markets.

His leadership was instrumental in delivering major mandates, including sovereign and sub-sovereign financing transactions, syndicated loan facilities, and Tanzania’s largest green bond issuance, while maintaining strong risk management and governance standards.

Mr. Ndossi is a Certified Director (CiDir) and holds multiple professional certifications in finance, investment advisory, and leadership. His academic background includes training from the University of Dar es Salaam, the University of Cape Town Graduate School of Business, and the Gordon Institute of Business Science (GIBS). Beyond his executive responsibilities, he is actively involved in capacity building, contributing as an instructor and mentor within Tanzania’s financial and business community.

In welcoming the new CEO, TMRC’s Board of Directors and Management expressed confidence in Mr. Ndossi’s ability to advance the institution’s mandate of deepening and strengthening Tanzania’s housing finance market, while supporting sustainable economic growth.

TMRC plays a critical role in providing long-term liquidity to mortgage lenders, supporting the expansion of affordable housing finance and promoting broader financial inclusion across the country.
