DAR, TANGA PORTS SET TO BOOST EFFICIENCY AS TUG BOATS ARRIVE

DAR ES SALAAM and Tanga ports are set to boost their efficiency after Tanzania Ports Authority (TPA) yesterday received two modern tugboats from China.

TPA’s Corporate Communications Manager, Janeth Ruzangi, said the arrival of the boats would help in speeding operations at the two ports and improve their efficiency.

She explained that the purchase of the boats was part of the special strategy of the authority in increasing the number of the working tools in terms of water and road transport in order to speed up loading and off-loading of cargo at the ports.

“If we could raise efficiency and reach international standards, that would mean that many customers would be lured to use our ports and consequently many vessels would be docking at our ports,” she argued.

Meanwhile, she invited the customers of the ports to come in a big number to use the country’s ports because TPA is now prepared to serve with more efficiency.

ETIHAD CARGO EXPANDS FREIGHTER SERVICES IN EUROPE

Etihad Cargo, the freight division of Etihad Airways, has announced three new freighter services from Europe.

Last month Etihad Cargo started operating Boeing 777 freighters from East Midlands and Stansted airports in the UK and from Copenhagen in Denmark.

David Kerr, Senior Vice President of Etihad Cargo, said: “We have responded to our customers’ demand for freighter capacity out of Europe, and our freighter fleet gives us the flexibility of deploying capacity when and where it is required.

“These three new services will connect producers with consumers halfway around the world. Manufacturers in the UK and Denmark can now get their merchandise to their customers in the Middle East even faster, in as little as 24 hours in some cases.”

MALAWI TO RECEIVE USD 8 MILLION INSURANCE PAYOUT FROM AFRICA RISK CAPACITY

JOHANNESBURG, South Africa, November 16, 2016/ -- The African Risk Capacity Insurance Company Limited (ARC Ltd) (http://Ltd.ARC.int) is processing an insurance payout of approximately USD 8.1 million to the Government of Malawi to support its response to the drought which resulted from the poor 2015/16 agricultural season. The Minister of Finance, Economic Planning and Development for Malawi, Honourable Goodall Gondwe, said: “Malawi welcomes the payout from ARC Ltd given the significant challenges in securing financing to support the millions of affected households in the country.” The payout will be released to Malawi as soon as the Government’s plan on how the payout will be used to respond to those affected by drought – known as the Final Implementation Plan – is approved by ARC. This is standard practice for ARC payouts, and is expected to take place by the end of November.

AfDB APPROVES US $10-MILLION EQUITY FUND INVESTMENT IN TIDE AFRICA FUND

The Board of Directors of the African Development Bank (AfDB) has approved a US $10-million equity investment in the Technology and Innovation in Developing Economies (TIDE) Fund I to boost production and growth in Africa.

TIDE Africa Fund I, a venture with a target size of US $100 million incorporated in Mauritius, has 10-year target life within a 5-year investment period. The fund will invest in companies that leverage on new technology to dramatically lower the cost of services ranging from agribusiness to financial services, energy, education and healthcare, expanding access to these services by households and enterprises. It will initially invest in Nigeria, Kenya, and Ghana, followed by Ethiopia, Rwanda and Zambia.

Designed to generate a 16% net internal rate of return to its investors, the fund is coupled with a significant development outcome driven by its focus on businesses providing innovative and affordable solutions for the base of the pyramid population (low-income households); its potential to create quality jobs for youth and women; and its financial and technical support to innovative businesses.

RUSSIA BANS LINKEDIN SOCIAL NETWORK

Russia has banned LinkedIn, the Financial Times reports.

Russia's communications watchdog, Roskomnadzor, has reportedly added the social network to a blacklist of websites.

As a result, internet service providers in Russia will have to start blocking access to the website, which allows people to find jobs and create an online CV.

Legislation was enforced in Russia in 2014 that made it mandatory for internet companies to store Russian users' personal data on servers in Russia.

A Moscow court ruled last week that LinkedIn was not complying with the country's data laws. The court ruling reportedly "paves the way" for the site to be banned across Russia.

Roskomnadzor and LinkedIn have reportedly refused to discuss the matter with each other.

More than 6 million people in Russia are registered LinkedIn users, according to Reuters. It is the first major social network to be blocked in Russia, and the move could set a precedent for the way US tech giants operate in the country.

WATUMISHI HOUSING COMPANY DIRECTED TO LOWER HOUSE BUILDING COSTS

The Minister of State in the President’s Office, Public Service Management and Good Governance, Ms Angela Kairuki said yesterday that high construction costs is an issue of major concern to be addressed for affordable houses.

“Before executing any housing projects, Watumishi Housing Company (WHC) should consider the level of income of the public servants particularly those receiving the minimum wage, that will determine the ability to pay the housing loan,” she said during the tour to three WHC housing projects in Dar es Salaam.

The project implemented in Dar es Salaam Region are namely Bunju- Mabwepande, Kigamboni-Gezaulole and Watumishi Magomeni Flats. 

She said it was high time for the housing organisation to consider using less expensive technology in implementing housing projects as over 80 per cent of the public servants do not afford paying houses that cost over 20m/-.

Ms Kairuki said the government was currently working on a number of challenges that increased the prices of houses, including Value Added Tax (VAT) where there are ongoing discussions between the Ministries of Finance and Economic Planning and Lands, Housing and Human Settlement Development.

JET AIRWAYS AND KENYA AIRWAYS EXPAND CODESHARE AGREEMENT

MUMBAI - Jet Airways, India’s premier international carrier and Kenya Airways, the national carrier of Kenya, announced an expansion of their existing cooperation by including codeshares on Jet Airways’ domestic flights between Mumbai (BOM), New Delhi (DEL), Ahmedabad (AMD) and Hyderabad (HYD), in order to enhance connectivity choices for guests while travelling from Kenya into India.

Through this agreement, Kenya Airways will place its flight code (KQ) on Jet Airways’ seven daily flights between Mumbai and New Delhi, five daily flights from Mumbai to Ahmedabad and five daily flights between Mumbai and Hyderabad for travel effective November 15, 2016. The arrangement continues to include Jet Airways’ code (9W) on Kenyan’s double daily flights on the Mumbai – Nairobi route, allowing Jet Airways’ guests to connect to other onward destinations in Africa.

PREPARATIONS FOR OIL PIPELINE IMPRESS PARTNER STATES

Tanzania and Ugandan governments are satisfied with preparations for the construction of a four billion US dollar (over 8trn/-) oil pipeline.

While contractors behind the East Africa’s largest oil pipeline await key documents to start the project works, Tanzanian government has already approved the proposed fiscal packages that include exemptions on transit fee, import tax, withholding tax and value added tax, which will be tabled before the National Assembly next January for endorsement.

Tanzanian officials, briefing a Ugandan delegation led by Principal Secretary in the Ministry of East African Corporation Edith Mwanje, said in Dar es Salaam yesterday that the Environmental Impact Assessment (EIA) on the 24-inch diameter pipeline has been commissioned, with the inter-governmental negotiations scheduled for conclusion by the end of this month.

DAR ES SALAAM ASSURED OF RELIABLE POWER

Premier Kassim Majaliwa yesterday launched a 74.6bn/- electricity project in Dar es Salaam to improve power supply through strengthened infrastructure in the country’s commercial capital.

The mega-initiative, according to Tanzania Electric Supply Company Limited (TANESCO) Managing Director, Engineer Felchesmi Mramba, puts to an end the power blues, which were a serious nuisance in many parts of the city.

Financed by the Finnish and Tanzanian governments at the rate of 94.3 and 5.7 per cent, respectively, the project involved construction of a sub-station in the city centre and setting up the Distribution SCADA System (DCS) centre at Mikocheni. For the first time, the project also included construction of underground electricity transmission lines in addition to conventional overhead lines. The underground lines connect Makumbusho, City Centre, Kariakoo, Railway and Sokoine sub-stations.

DSE Market Turnover for Week Ending 11^th November, 2016

The week ending Friday 11^th November, 2016 recorded a weekly market turnover of TZS 6.4 Billion, down by 23% from last week's market turnover of TZS 8.3 Billion.

The volume of shares traded also increased 6 times this week to 11 Million shares, up from the previous week which closed at 1.8 Million shares traded. The market leaders in volume traded were CRDB at 95.45%, TBL at 2.18% and DSE at 1.44% of total volume of shares traded (i.e. of the 11 million shares traded).

Friday 11^th November saw the DSE Total Market Cap decline by 2.1% at TZS 21.4 Trillion compared to the previous Friday recorded cap of TZS 21.9 Trillion. Domestic market capitalization also decreased by 0.3% from TZS 8.21 Trillion to TZS 8.19 Trillion. This was also demonstrated by a 54-point decrease equivalent to a 2.1% drop on the DSEI index which represents all shares listed on the DSE.

Deputy Minister for Finance and Planning Dr Ashatu Kijaji has said after launching of the United Bank Limited (UBL) Kariakoo branch on Monday that financial sector has shown impressive growth contrary to recent negative comments directed to it.

“The financial services industry in the country has shown impressive growth in the last couple of years and makes the sector to increase its efficiency,” she said. She said recently there were negative comments on the banking sector operations with some stakeholders saying they are facing bankruptcy while others like UBL Tanzania Limited is expanding its branch network.

LOAN REFUND TO HIGHER EDUCATION STUDENTS' LOAN BOARD TRIPLES

Loan repayment to the Higher Education Students’ Loan Board (HESLB) has more than tripled amid a 30-day ultimatum to loan defaulters to settle their arrears or risk court action.

HESLB Executive Director Abdul-Razaq Badru said in Dar es Salaam on Monday that the monthly loan repayment has increased from 2bn/- to 6.5bn/, thanks to stringent collection strategies.

“We have finalised all procedures to drag the loan defaulters to court should they fail to settle their outstanding balances within 30 days from today...they will also foot all the incurred court costs and others charges of tracing them,” Mr Badru told a news conference at the Tanzania Information Services, Maelezo, auditorium. He noted with concerns that the defaulters have severally been reminded to settle their debts but chose to ignore the demands.

By the end of October, the country had licensed 59 banks, though there are only 44 real commercial banks . The Tanzania Bankers Association Chairman Dr Charles Kimei, who is also CRDB Managing Director, shares the industry future with ‘Daily News’ STAFF WRITER.

QUESTION: How do you assess the banking sector and do you predict any consolidation in the near future?

Answer: Yes. The banking industry has grown tremendously in the past few years, with the number rising from [literally] one in mid 1990s to 59 currently. The real commercial banks are 44 while the others are non bank financial institutions. But 59 institutions in a country like Tanzania is a very large number.

Despite the number being large however, some of the banks are very small, like community banks, niche oriented in the sense that are focusing on certain segments only. Very few—I think only five—have national wide networks.

We have international banks which are operated quite well but their operations are restricted in big cities— Arusha, Mwanza, Mbeya, and Dar es Salaam. The Degree of competition becomes fairly very narrow so to speak.

The real competitions are those with a national network. We have, I can say, three such banks, the CRDB, dominating in term of network, National Microfinance Bank (NMB) and National Bank of Commerce (NBC).

These two were the biggest banks before CRDB expanded. The smaller institutions are quite venerable in terms of change, in the operation environment, as the central bank heightens capital requirement. They [BoT] has introduced operational risk bars buffers and given the difficult in growing their own capital a condition that favours big banks.

AIRTEL TANZANIA UNVEILS INTERNATIONAL CALLS, DATA ROAMING BUNDLES

AIRTEL Tanzania has introduced international call offer that will enable its customers across the country to purchase bundles of their choice to call more than 20 countries at affordable rates.

STATE SAVES 33M/- ON VICE PRESIDENT SAMIA SULUHU HASSAN FLIGHT TO MWANZA BY AIR TANZANIA

The Government on Monday saved 33m/- in Vice-President Samia Suluhu Hassan’s official trip to Mwanza through the use of Air Tanzania Company Limited (ATCL) aircraft.

The VP and her entourage to the lakeside city were allocated 41m/- but the cost was reduced to 7.6m/-, thanks to the use of the brand-new ATCL fleet-bombardier Q400.

Speaking shortly before her departure at the Julius Nyerere International Airport (JNIA), Ms Suluhu said the ATCL revival is helping to reduce government spending.

“We must be proud of our flag carrier.... it’s a good government initiative and we are happy that members of the public have also received the airline positively,” she said, noting that it was damn expensive for the government leader to hire a private flight from Dar es Salaam to Mwanza.

She said the future plans are to enable the flag carrier to land across all regions in the country.
