REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTANCY SERVICES FOR IMPLEMENTATION AND OPERATIONALIZATION OF A MICRO SAVINGS PRODUCT “M-AKIBA BONDS”
1. This request for Expression of Interest follows the General Procurement
Notice (GPN) of this project that appeared in the Development Business
(UNDB), issue no. 10944 of July 3rd 2013.
2. The Government of the United Republic of Tanzania has secured funds
from International Development Association (IDA) towards the cost of the
Private Sector Competitiveness Project (PSCP). It is intended that part of
the proceeds of the funds be applied to cover eligible payments under
the contract for implementation and operationalization of a micro savings
product “M-Akiba Bonds”
3. The Consulting firm is expected among others: to perform a feasibility
study and offer feasible options, assess and prepare rules, regulations and
procedures that will enable the operationalization of M-Akiba Bonds, and
specifically, undertake the following key activities:
Assess and prepare functional and non-functional technical
requirements for retail investor, intermediaries, operators and
telecommunication; Assess the existing legal and regulatory framework for securities,
identify gaps that may act as barriers to ensuring a sound legal
basis for M-Akiba operations, and propose and develop detailed
policy, legal and regulatory amendments for M-Akiba operations;
Develop governing and operating rules and procedures;
Prepare a financial model for M-Akiba Bonds;
Recommend incentives to encourage wider participation;
Prepare M-Akiba operator licensing requirements; and
Perform a Gap analysis of DSE’s CSD and ATS systems and
recommend additional technical assistance and development (if
any) that will ensure implementation of M-Akiba Bonds.
4. Bank of Tanzania (the Implementing Entity of the PSCP – Access to
Finance Component) now invites eligible consulting firms to express their
interest in providing the services. Interested consultants must submit their
expression of interest in English language giving clear information on the
legal status of the firm, their professional capability to perform the services.
Such information may include description of assignment of the similar
nature and complexity carried out during the past five years, Availability
of appropriate qualifications and skills among staff, related works
experience of the firm and of the available staff.
5. A short list of consulting firms will be prepared on the basis of Expressions of
Interest submitted to Bank of Tanzania in writing. The selection of a
consultant will be in accordance with procedures set out by the World
Bank Guidelines; Selection and Employment of Consultants by World Bank
Borrowers, May 2004 revised October 2006; Consultants Qualifications
(CQS)
6. Interested consultants may obtain further information at the address given
below between 8.30 hours and 16.30 hours, Monday – Friday inclusive,
exclusive of public holidays, before the deadline for the submission of
Expression of Interest.
7. Expression of Interest must be delivered to the address below on or before
Wednesday, 16th July 2014 at 11.00 hours local time.
