The Japan International Cooperation Agency (Jica) chief representative in Tanzania, Mr Toshio Nagase, said the delay in kicking off the project was a result of failure to agree on how to divide the contract and manage risks.
Promises to construct the flyover at the busy Tanzania-Zambia Railway Authority started two years ago with its implementation failing to start.
“We are now planning to adopt and follow Fidic [International Federation of Consulting Engineers] procedures. We hope they will solve the complications encountered earlier, thus enable the project to kick off mid this year,” said Mr Nagase in an interview when Jica was handing over two surveillance vehicles to the Tanzania Revenue Authority.
Mid last year, contractors were seen working on the site. Among the things they were removing were pipelines that were near Tazara offices.
Many city residents have been waiting for the construction of the flyover. Jica experts approved a detailed design for the project, paving the way for procurement to proceed.
