BANKING TRICKS BLUNT CHINA'S DRIVE TO INCREASE LENDING

Nov 27 (Reuters) - China hopes that last week's interest rate cut will increase lending into the economy to shore up flagging growth, but measuring any rise will be impeded by a number of tricks the country's bankers use to manipulate the figures.
Chinese banks, which are heavily controlled by the government, are often instructed to match their lending practice to further official policy, and when the People's Bank of China cut rates for the first time in two years on Friday, it made clear that helping smaller firms gain access to credit was among its goals.
Outstanding yuan loan growth slipped to its slowest in almost nine years in October, and the PBOC's efforts might well succeed in raising the headline figures, but bankers say it is commonplace to game the statistics to hit targets.
One trick is to extend a loan but then ask the borrower to use a portion of the fund to purchase wealth-management products sold by the bank, helping to hit both loan goals and sales targets.

Since then ATMs, credit cards and internet banking have taken the place of the payday press at the grille of a bank teller.

With all the facilities of a bank now fitting into a palm-sized smartphone, the drudgery of waiting to deposit or withdraw funds has been consigned to the waste paper basket of history.

Just a swipe of the finger can now transfer funds between accounts anywhere in the world and even taking a picture can deposit a cheque.

Increasingly high street branches -- many of them still occupying some of the most imposing buildings in town -- are becoming expensive white elephants for many banking corporations.

CEMENT FIRMS GRAPPLE WITH OVERSUPPLY IN THE EAST AFRICAN REGION


Cement makers in the region are experiencing mixed results due to an oversupply of the product.
The entry of new firms, a proliferation of cheap imports from Asia and further capacity enhancement by existing cement firms has seen the market flooded with cement.
Old Mutual Kenya (an investment firm) had last year projected that East Africa will experience an oversupply of cement by 2015.
“This is expected to result in downward pressures on price which will benefit consumers in the East African Community, simultaneously raising concerns about the long-term profitability of the industry,” the firm said.

TO BUY OR NOT TO BUY INTO UCHUMI AS IT SEEKS US$9.95 MILLION IN FRESH CAPITAL


Uchumi Supermarkets is in dire need of fresh capital to complete its turnaround, which analysts say now hinges on the success of the ongoing $9.95 million rights issue targeting shareholders across East Africa and other investors.

Last week’s commitment by the Kenyan government to inject $2.93 million into the region’s oldest retail chain came as a relief after the counter witnessed a mass exodus of foreign investors, sending its stock tumbling to a price below the rights issue face value of Ksh9 each ($0.1).
The proportion of foreign investors in the firm has shrunk from 42 per cent to 28 per cent in the past one year, according to the firm’s management, a development that has also seen the share price drop by more than 50 per cent from a high of about $0.24 each to $0.1 over the same period.
National Treasury Cabinet Secretary Henry Rotich told The EastAfrican that the government was taking up all its rights in Uchumi and that discussions were underway to take up more shares than it had earlier applied for.

WEATHER, GLOBAL PRICES AFFECT COFFEE REVENUES


East Africa’s coffee exporters are expected to realise mixed fortunes this year.

Kenya and Rwanda, which experienced good weather patterns in the second half of the year, are projecting increased earnings. Erratic weather patterns and ageing trees took their toll on Uganda, Tanzania and Burundi.
Data from the Uganda Coffee Development Authority shows that the country has exported 3.5 million 60-kg bags worth $394 million this year.
UCDA executive director Henry Ngabirano said the country hopes to export the same volume next year.

DAR ES SALAAM STOCK EXCHANGE TO GO MOBILE BY MARCH 2015


The Capital Markets and Securities Authority (CMSA) in partnership with the Dar es Salaam Stock Exchange (DSE) are finalising plans to start selling shares using mobile phones in order to ease trading on the stockmarket.

According to Magabe Maasa, the DSE programmes and projects manager, the process will be used for the first time in the upcoming initial public offering of Mwalimu Bank.
“After finalising talks with CMSA, plans are underway to use the mobile system once Mwalimu Bank is listed on the bourse,” he said.
Mwalimu Bank is expected to list its shares by March next year, bringing to six the number of banks listed on the DSE. 
According to Charles Shirima, the CMSA’s public relations manager, the system will be used as a platform to assist not only teachers but anyone interested in buying or selling shares.

TANZANIA SEEKS US$1.6 BILLION FOR A MAJOR UPGRADE OF ITS PORTS

The Tanzanian government is eking $1.6 billion to upgrade four of its ports in a bid to improve efficiency and open up the country for cross-border business.
Harrison Mwakyembe, Minister for Transport, said the move was necessitated by transit demand.
The ambitious plan falls under the Big Results Now (BRN) initiative modelled on the Malaysian development strategy. For the transport sector, BRN is expected to unlock the potential of the Central Corridor (port and rail) to increase transit capacity.
“We currently transport 5 million tonnes of cargo, but we expect to increase it to 22 million tonnes by 2017,” he said.
The Dar es Salaam Port handled 33.4 per cent of the country’s imports and exports in 2013. The port is currently operating 24 hours with a throughput exceeding the first-year BRN target.

BURUNDI JOINS DAR, KIGALI IN RATIFYING MONETARY UNION


Burundi has joined Tanzania and Rwanda in ratifying the East African Monetary Union protocol, the third pillar in the region integration process.

Burundi’s parliament unanimously adopted the ratification of the protocol Wednesday, ahead of the 16th Head of State Summit in Nairobi this weekend.
Uganda and Kenya, the other East African Community member states, are yet to ratify it, but are said to be in the process of doing so.
The protocol is expected to heighten an era of fiscal and financial integration and build the necessities required by the partner states to maintain the macro-economic convergence criteria.

US$64 MILLION FLYOVER TO BE BUILT OVER COCO BEACH BEACH, DAR ES SALAAM

Tazara flyover in to be constructed in Dar es Salaam, Tanzania

The government of Tanzania has signed an agreement with the South Korean government to see through construction of another flyover in Dar es Salaam.
The flyover will be constructed over Coco Beach along Toure Drive, where it will connect with the Ali Hassan Mwinyi Road. The bridge will be 7.1 Km in length and will have four lanes and a pedestrian path. It will be able to accommodate around 61,000 vehicles to use the road once complete. It is expected that this will reduce traffic within the city immensely.
The construction costs of the project have been estimated at US$64m, of which the South Korean Government will contribute 80% of the entire costs.

FASTJET CELEBRATES TWO YEARS OF FLYING AFRICA'S SKIES


27 November 2014 – fastjet, the low-cost pan-African airline, is celebrating two years of providing low-cost air travel across Africa on 29 November 2014.

fastjet began commercial flight operations on 29 November 2012, flying passengers from Dar es Salaam to Kilimanjaro and Mwanza in Tanzania on its A319 aircraft.

Since then, the airline has expanded its network with the introduction of its third domestic route to Mbeya in Tanzania, and launched its international route network with flights from Dar es Salaam to Johannesburg in South Africa, Lusaka in Zambia, Harare in Zimbabwe and Entebbe in Uganda.

To date, the airline has carried over 870,000 passengers on 8,200 flights over a distance of nearly 6.5 million kilometres - with an impressive 90% on time performance during 2014, establishing itself as a punctual, reliable and affordable low-cost carrier.

fastjet fares on domestic routes in Tanzania start from as little as US$20 one-way, with international fares costing as little as US$50 one way, both excluding airport and government taxes. These affordable fares have seen the airline being named the cheapest low-cost carrier in Africa and the fifth cheapest low-cost carrier in the world by flight comparison site, WhichAirline.com.

CLYDE & CO BANKING & FINANCE UPDATE: TANZANIAN COMPANIES REGISTRY THREATENS TO DEREGISTER 100,000 NON-COMPLIANT COMPANIES


The Tanzanian Companies Registry, the Business and Registration Licencing Agency (BRELA), has announced that all companies failing to submit their annual returns and audited accounts and update their company files as required by Tanzanian company law could be struck off the register.

In an announcement on 6 October, BRELA Chief Executive Officer Frank Kanyusi reported that Tanzania has 120,000 registered companies but only 20,000 of them adhere to the statutory requirement to file accounts and annual returns. He stated that after a three month grace period, expiring on 5 January 2015, all companies in default of their filing obligations would be de-registered, with additional proceedings threatened against their owners and officers.

This represents a change in practice from BRELA’s previous approach, which has been, in respect of returns, simply to levy fines for late filing of returns, and to flag any issues caused by non-filings on a company search report against the company (if one were requested by lenders or other interested parties). In respect of non-filing of accounts, we understand that this requirement has been ignored by many companies (even those which have filed annual returns), without any consequences to date.

This change in practice could have serious implications for Tanzanian companies, Tanzanian branches of foreign companies and their investors. We consider below the legal basis for the announcement, the potential penalties and this issues this raises for investors.

CLYDE & CO ENERGY UPDATE: LARGE DEVELOPMENT AT MTWARA PORT


Recent gas discoveries in the Mtwara and Lindi regions of Tanzania have demanded the expansion and upgrade of port facilities in the area. The Mtwara Port is now set to be upgraded to cope with up to 28 million tonnes of traffic annually.

The Tanzanian government announced last year that it would invest USD 214 million towards the rehabilitation of the Mtwara port. This should upgrade the facility to meet international standards. The Government of Tanzania signed an agreement with the Japanese government to conduct the preliminary survey. 263 hectares of land have been acquired to allow the port to berth seven ships, rather than the current four. An additional 100 acres were acquired to construct a free port zone.

The Mtwara port manager announced two major steps would be taken to handle the increase in demand. First the port will be expanded. Second the port related infrastructure would be improved. USD 1.7 million will be allocated for the infrastructure development.

HOSPITALITY ROUNDTABLE LEAVES INDELIBLE MARK IN TANZANIA

THE first hospitality roundtable conference took place 10-11 November 2014 in Dar es Salaam that provided professionals in the field with a forum to discuss challenges and opportunities they face on a day-to-day basis and to learn from best practices of their peers.

The organizer of the roundtable and Chief Executive Officer, Hospitality Design Partnership (HDP), Mr Meelis Kuuskler said that with international and domestic investors recognizing the rich potential in Tanzania, it was really the time for those in the industry to discuss how Tanzania can best foster a sustainable hospitality industry, build lasting and mutually beneficial partnerships and build a pipeline for success.

"It is our aim that the hospitality roundtable will grow into a memorable important conference in the African hospitality industry and to that end, I am especially grateful to the fantastic network of people who have contributed their expertise, talents and time to the event this year," he said during the opening of the discussion.

Putting meat on the skeleton on the rich potential of the industry, according to a presentation by Viability Hospitality Consultants, there are a number of brand hotels that are coming in Tanzania including Hyatt Regency Arusha with 144 rooms destined to be opened in 2016, Colosseum (90 rooms) and Ramada Resort Dar es Salaam (136 rooms) for this year. Others are Dar es Salaam Rotana (200) for 2018, the Best Western chain in Zanzibar with 26 rooms in 2014, Four Seasons Resort Zanzibar with 73 rooms to be announced, Double Tree by Hilton Stone Town 58 rooms in 2014 and Park Hyatt Stone Town 72 in 2015.

EX-BARCLAYS BOSS DIAMOND SAYS READY TO GRAB BANKING BARGAINS

Nov 26 (Reuters) - Former Barclays Plc boss Bob Diamond said he intends to snap up banking assets to take advantage of the best opportunities in the industry for decades, as banks shrink and valuations remain depressed.
Diamond is one of the world's best-known bankers after building Barclays' investment bank over a decade and becoming chief executive. He was forced out in 2012 by UK regulators after the lender was fined for attempted rigging of Libor interest rates.
"There are opportunities in financial services that there haven't been for 20 or 30 years, so I'm far from pessimistic," Diamond said at his first public speech in Britain since being ousted from Barclays.

BANKING'S TOXIC CULTURE 'WILL TAKE GENERATION TO CLEAN UP', SAYS REPORT

Overhauling the broken culture of high street banking will take a generation to achieve, according to a report that found UK banks have received 20m customer complaints since the financial crisis.
The report, by the thinktank New City Agenda, calculated that in the last 15 years the retail operations of banks had incurred £38.5m in fines and redress for mistreatment of customers.
Andre Spicer, a professor at Cass Business School and the report’s lead author, said: “Most people we spoke to told us that real change will take at least five years.
“There was some uncertainty as to how these changes were being translated into good practice at the customer coalface. Many culture change initiatives are fragile, and their success is not ensured. It’s clear to us that much work still needs to be done.”

Sehemu ya Wageni waalikwa kutoka nchi mbali mbali wakifatilia kwa makini hotuba ya Kamishna Mkuu wa Mamlaka ya Mapato Tanzania (TRA), Rished Bade (hayupo pichani) aliyokuwa akiitoa wakati wa kilele cha Maadhimisho ya nane ya Siku ya Mlipa Kodi yenye kauli mbiu isemayo "Risiti ni Haki Yako, Unaponunua Dai Risiti na Unapouza ni Lazima Utoe Risiti", yaliyofanyika Novemba 21, 2014 kwenye Ukumbi wa Mikutano ya Kimataifa wa Mwalimu J.K. VODACOM KINARA WA KULIPA KODI SEKTA YA MAWASILIANO

Waziri kiongozi mstaafu Shamsi Vuai Nahodha (kulia) akimkabidhi Mkurugenzi Mtendaji wa Vodacom Tanzania Rene Meza, kombe la mshindi wa pili kwa walipa kodi wakubwa nchini wakati wa maadhimisho ya nane ya siku ya mlipa kodi iliyofanyika jijini Dar es Salaam. Vodacom imeongoza katika kundi la sekta ya mawasiliano nchini.
Waziri kiongozi mstaafu Shamsi Vuai Nahodha (wa pili kutoka kulia) akiwa katika picha ya pamoja na washindi watatu bora wakubwa walipa kodi kutoka kushoto ni Meneja wa masuala ya kodi wa kampuni ya Sigara Tanzania (TCC), Godfrey Ferdinand, wa pili ni Mkurugenzi Mtendaji wa Vodacom Tanzania, Rene Meza, kulia Meneja huduma wa kampuni ya Tanzania Breweries Alois Qande, wakati wa maadhimisho ya nane ya siku ya mlipa kodi iliyofanyika jijini Dar es Salaam.

Waziri kiongozi mstaafu Shamsi Vuai Nahodha (wa nne kutoka kushoto waliokaa) akiwa katika picha ya pamoja na baadhi ya washindi walipa kodi ambapo Vodacom Tanzania imeongoza katika kundi la sekta ya mawasiliano nchini.

Wageni mbalimbali waliohudhuria maadhimisho ya nane ya siku ya mlipa kodi nchini iliyofanyika jijini Dar es Salaam, ambapo Vodacom Tanzania imeongoza katika kundi la sekta ya mawasiliano nchini.

Mkurugenzi Mtendaji wa Vodacom Tanzania Rene Meza, akiwa ameshikilia kombe la mshindi wa pili kwa walipa kodi wakubwa nchini mara baada ya kukabidhiwa na Waziri kiongozi mstaafu Shamsi Vuai Nahodha (hayupo pichani) wakati wa maadhimisho ya nane ya siku ya mlipa kodi yaliyofanyika jijini Dar es Salaam. Vodacom imeongoza katika kundi la sekta ya mawasiliano nchini.

Kampuni ya Mawasiliano ya Vodacom Tanzania imekuwa ya pili kwa kuchangia pato la serikali kupitia kodi ikiwa inaongoza katika kundi la sekta ya mawasiliano.

Akiongea katika kilele cha maadhimisho ya 8 ya Wiki ya Mlipa Kodi yaliyofanyika katika Ukumbi wa Kimataifa wa Mikutano wa Mwalimu Nyerere, Mkurugenzi wa Kitengo cha Elimu ya walipa kodi wa Mamlaka ya Mapato Tanzania, Richard Kayombo, aliyataja makampuni 3 yanayoongoza kwa kufuata kanuni bora za ulipaji kodi na utunzaji wa kumbukumbu za kulipakodi nchini kuwa ni Kampuni ya Bia Tanzania, Kampuni ya Vodacom na Kampuni ya kutengeneza Sigara.

Vodacom Tanzania pia imeongoza katika kundi la walipa kodi wakubwa nchini ikiwa katika nafasi ya pili ikiwa imepiga hatua mbele zaidi ya mwaka jana ambapo ilishika nafasi ya tatu.
