TANZANIA SET TO LAUNCH VISION 2050: A NEW ERA OF TRANSFORMATION BEGINS

Minister of State in the President’s Office (Planning and Investment), Prof. Kitila Mkumbo.

Dar es Salaam, July 8, 2025 – A bold new chapter is unfolding for Tanzania as President Samia Suluhu Hassan is set to officially launch the Tanzania Development Vision 2050 (TDV 2050) in Dodoma on July 17, 2025. This long-term strategy seeks to elevate the nation into an upper-middle-income economy over the next 25 years.

The launch, to be held at the Jakaya Kikwete Convention Centre (JKCC), follows over two years of intensive, inclusive consultations and surveys involving 13 key stages that shaped this historic, non-partisan national vision — the second of its kind in the country’s history.

“The Tanzania We Want” – A Bold National Ambition

Under the theme “The Tanzania We Want,” the TDV 2050 targets a significant rise in national prosperity. The country aims to increase its per capita income from the current USD 1,157.89 (approx. TZS 3.06 million) to USD 7,000 (approx. TZS 18 million) by the year 2050.

National Unity and Inclusiveness at the Core

Announcing the launch during a briefing with editors and journalists in Dar es Salaam, Minister of State in the President’s Office (Planning and Investment), Prof. Kitila Mkumbo, described the launch as a landmark event for Tanzania’s development agenda.

“This will mark a crucial and historic day for the country,” he said, highlighting that the vision document had passed all formal stages including Cabinet and Parliamentary approval.

Prof. Mkumbo emphasized that Vision 2050 is broad-based, inclusive, and evidence-driven, designed to respond to both current and future generational needs.

From Consultation to Strategy: The 13-Stage Journey

The development process began with the approval of a draft guideline in February 2023, followed by the formal kick-off of the writing phase on April 3, 2023, officiated by Vice President Dr. Philip Mpango.

Subsequent steps included:

  • Formation of a technical team led by Dr. Asha-Rose Migiro
  • A comprehensive review of Vision 2025’s performance, launched by President Samia on December 9, 2023
  • Broad stakeholder consultations, reaching nearly 1.2 million Tanzanians

The views were gathered through:

  • Household interviews with 15,483 families
  • National surveys via SMS and digital platforms
  • 12 public symposiums attended by over 22,000 citizens
  • Direct interviews with former leaders such as Prof. Mark Mwandosya, Mr. Pius Msekwa, and Mr. Amani Abeid Karume

Global Learning: Tanzania Looks East and Beyond

The drafting process also involved benchmarking against global best practices, including development blueprints from:

  • Botswana, Mauritius, Morocco, South Africa
  • China, India, Singapore, and South Korea – countries that have successfully transitioned from low-income to advanced economies within decades

Implementation Timeline and Political Commitment

Effective implementation of Vision 2050 will begin on July 1, 2026, guided by the Long-Term Perspective Plan and National Five-Year Development Plans.

President Samia will become only the second sitting president to preside over the launch of a national vision document, after President Benjamin Mkapa did so in 2000 with Vision 2025.

Prof. Mkumbo noted that all political parties are expected to align their 2025–2030 election manifestos with the Vision 2050 framework, ensuring national cohesion in development planning.

A Strong, Inclusive, and Diversified Economy Ahead

Vision 2050 aspires to steer Tanzania toward a resilient, inclusive, and diversified economy. According to the World Bank, upper-middle-income economies are defined by a Gross National Income (GNI) per capita between USD 4,466 and USD 13,845, and Tanzania aims to be squarely within that bracket by mid-century.
