UNEVEN RIDE-HAILING ENFORCEMENT RAISES SAFETY AND COMPETITION CONCERNS

Dar es Salaam; September 29, 2026 — An investigation into Tanzania’s ride-hailing industry has raised concerns that inconsistent enforcement of regulatory requirements could create safety risks for passengers while disadvantaging companies that invest significantly in compliance.

Journalists testing driver registration procedures found that some platforms allowed prospective drivers to proceed through parts of the onboarding process without consistently submitting key documents, including photographs, appropriate driving licences, vehicle registration cards, LATRA permits and insurance records.

Undercover registration attempts also revealed significant differences in driver onboarding requirements across platforms. The findings have intensified concerns among some industry players that operators facing less regulatory scrutiny may be able to reduce verification requirements and expand their driver networks more quickly.

While such an approach may support rapid platform growth, it can also create an uneven commercial environment. Companies that invest in licensing, driver screening, insurance, regulatory systems and tax compliance incur operating costs that less-compliant competitors may avoid. This could create a cost advantage that distorts competition and discourages long-term investment in the sector.

The safety implications are also a concern. Passengers interviewed during the investigation reported instances involving missing driver photographs, apparent nicknames being used instead of verifiable identities, and vehicles arriving with details that differed from those displayed on the application.

Tanzania’s regulatory framework requires private-hire vehicles to hold valid licences, while operators are required to ensure that registered drivers and vehicles meet prescribed standards.

The findings have strengthened calls for the Land Transport Regulatory Authority (LATRA) to apply compliance requirements consistently across all ride-hailing platforms.

Consistent enforcement would help create a level playing field for operators, while ensuring that companies investing in regulatory compliance are not placed at a competitive disadvantage.

For passengers, effective and uniform enforcement is also important in strengthening driver and vehicle verification, improving accountability and enhancing confidence in digital mobility services.

As Tanzania’s ride-hailing industry continues to expand, stakeholders say consistent regulation and enforcement will be essential to protecting passengers, maintaining fair competition and supporting the sustainable growth of the country’s digital mobility sector.
