Moshi — The Prevention and Combating of Corruption Bureau (PCCB) has registered remarkable success in its investigations, recovering about 40bn/- in corrupt transactions within one year.
PCCB Director General Edward Hoseah said on day that the amount that would have otherwise been misused, was recovered between July 2013 and June 2014 through various operations.
The amount of money recovered is about 34bn/- more than what was recovered in the year before and Dr Hoseah warned that the operation continues to apprehend all who are engaged in illegal acts, including those who steal development project funds.
"Through these investigations, different operations and follow-ups development project work, we successfully recovered money amounting to 38.96bn/-.
We will carry on with these efforts in a bid to recover money that is being stolen by villains who lack morals and patriotism for the wellbeing of our country," said the PCCB chief.
He said the money recovered has been remitted to the Treasury for proper use for the benefit of Tanzanians. He noted that several government leaders were arraigned during the period under review in relation to three grand corruption charges and violation of public office procedures.
Dr Hoseah said that a new unit formed at PCCB - Asset Tracing and Recovery - will ensure that properties of all those who have illegally accumulated wealth for themselves are nationalized through court orders.
The director general said they have put more effort in preventing corrupt practices and embezzlement of funds in development projects at district council levels.
He noted that some specific areas being procurement and utilization of money allocated for implementation of development projects are under their spotlight.
"In order to effectively carry out this task, I have appointed Public Expenditure Tracking Systems (PETS) coordinators, whose main task is track the funds," said Dr Hoseah.
In 2013/14, he added, PCCB inspected 215 projects worth 20.594 bn/- and queries were raised against projects valued at 9.59 bn/- have been reported at PCCB regional offices for investigation.
He said that the investigations will recover a huge amount of money. Available data show that money recovered by PCCB between 2005 and 2013 was in the tune of 47,711,379,345/- and the number of administrative actions taken against public servants proven to be inclined to take bribes and other corrupt behaviour in the same period were 819.
However, Dr Hoseah said PCCB is frustrated by some stakeholders who do not adhere to the resolutions and agreements made in order to curb corruption. He said that could be solved by amendment of The Prevention and Combating of Corruption Act No. 11 of 2007 (PCCA No. 11/2007) by adding a section that would make it compulsory for stakeholders to implement the said resolutions.
Speaking at the occasion, Kilimanjaro Regional Commissioner (RC), Mr Leonidas Gama, hailed PCCB for a job well done and urged them to invest more in the district councils as a the Central Governments injects a lot of funds there.
Mr Gama who was the guest of honour, said Dr Hoseah has been an exemplary leader by broadening the PCCB network to district level that has helped tackle corruption. He said the current level of corruption is low as compared to what the case was in the past.
Mr Gama, who was a member of the Presidential Commission Against Corruption (PCAC), commonly known as the Warioba Commission, formed in 1997, said their analysis had found that the situation in several institutions was terrible, but now a lot of cleansing has been done by PCCB.
