The Second Ministerial Meeting on Uganda) – Tanzania Crude Oil Export Pipeline Development was held in Hoima Uganda on 5TH July 2016 to agree on the target completion date of 2019/2020.
Hon. Eng. Irene Nafuna Muloni the Minister of Energy and Mineral Development of the Republic of Uganda welcomed Hon. Prof. Sospeter Muhongo the Minister of Energy and Minerals of the United Republic of Tanzania.
Present in the Meeting were: Hon. Peter Lokeris the Minister of State for Minerals Uganda; Dr. F.A Kabagambe-Kaliisa the Permanent Secretary of the Ministry of Energy and Mineral Development Uganda and Prof. Justin Ntalikwa the Permanent Secretary of the Ministry of Energy and Minerals Tanzania; Mr Xiao Xongwei CNOOC Uganda General Manager; Mr. Adewali Fayemi Total E&P Uganda General Manager; and Jimmy Mugerwa Tullow Uganda Operations General Manager who represented industry partners.
In attendances also were: Ms. Grace Bagaya and Godfrey Andama Members of the Board of Directors of the Uganda National Oil Company (UNOC); Directors and Technical Officers from Tanzania Petroleum Development Corporation (TPDC); Tanga Ports Authority (TPA); Ministry of Energy and Minerals Tanzania; Ministry of Works, Transport and Communication Tanzania; Ministry of Energy and Mineral Development Uganda; Ministry of Finance, Planning and Economic Development Uganda; Ministry of Lands and Urban Development Uganda; Ministry of Foreign Affairs, and Ministry of Justice Constitutional Affairs (MoJCA); Ministry of Works and Transport, and Office of the President, Uganda.
The Ministers expressed satisfaction on the progress made so far since the Crude Oil Export Pipeline export decision was made in April, 2016 and reiterated Governments’ strong commitment, willingness and preparedness to support the fast tracking of the implementation of the project development.
The Second Ministerial Meeting considered the Report of the Project Steering Committee on the Crude Oil Pipeline, which focused on four areas :Name and Logo of the Pipeline; Fiscal framework; Size of the pipeline corridor, and; Set of time-bound actions
a. On the Name and Logo of Pipeline, the 2nd Ministerial Meeting recommended and endorsed the “East African Crude Oil Pipeline (EACOP)” as the name of the Uganda – Tanzania Crude Oil Export Pipeline. The meeting also endorsed the use of the colours of the East African Community flag in the newly created logo to highlight the project as a regional pipeline. The pipeline is open to other countries in the region to join.
b. On the aspect of Fiscal Framework, the 2nd Ministerial Meeting also agreed that Governments of Uganda and Tanzania harmonise the various fiscal packages offered for the pipeline, and these fiscal frameworks will be included in the Inter Government Agreements (IGA).
c. On the Size of the Pipeline Corridor, the Ministerial Meeting agreed that both Governments of Uganda and Tanzania, and International Oil Companies (IOCs) should up with the exact size of the pipeline corridor.
d. On the set of timely-bound actions, the Ministerial Meeting agreed to develop a project schedule and workout modalities to expedite all necessary approvals, including land access, environmental and societal aspects, routing, project agreements and other activities requiring national or Local Government consents.
The meeting agreed that the next Joint Pipeline Development Committed (JPDC), Project Steering Committee (PSC) and 3rd Ministerial meetings will be held in Tanga, Tanzania from 24th to 26th October 2016.
